About HMCTS  

His Majesty’s Court and Tribunals Service (HMCTS) is an agency of the Ministry of Justice (MoJ) and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some services via the internet.   

HMCTS has a vision to modernise and upgrade our justice system so that it works even better for everyone, from judges and legal professionals, to witnesses, litigants, and the vulnerable victims of crime. This will help consolidate the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all. As part of this transformation, in 2021 HMCTS published its Data Strategy, setting out its ambitions to become a truly data-driven organisation. The Strategy and Analysis (S&A) Directorate supports this strategy by enabling senior leaders to make strategic, data driven business decisions.    

The Performance and Reporting division exists to ensure HMCTS and MoJ have the performance information needed to understand and improve performance at both operational and strategic level. It is based in S&A and plays a key role in delivering the Data Strategy, and in supporting HMCTS’s overall service provision. We provide HMCTS, the MoJ and the Judiciary with timely, accurate and accessible operational management information and performance analysis that underpins strategic and operational decisions. We work on a cloud-based Strategic Data Platform using Power BI and R for the delivery of data and analysis.

We have two HEO Reporting Analyst opportunities in different teams within our Performance and Reporting division. Role allocation will be confirmed following appointment, based on business need and individual strengths – if you have a preference for one of the roles please make this clear in your application.

Crime Reporting and Analysis team

The Crime Reporting and Analysis Team is responsible for producing and maintaining high‑quality management information and analysis for the criminal courts. The team supports senior leaders, operational colleagues, the Ministry of Justice and the judiciary. We work collaboratively with data engineers, data scientists and other analytical teams to ensure reporting products are robust, well‑designed and aligned to agreed definitions and metrics.

Strategic Performance Reporting team

The Strategic Performance Reporting team is a new team responsible for delivering upward reporting to MoJ and the HMCTS Board to support performance management. We are also developing and implementing the HMCTS Performance Reporting Strategy, evolving our dashboard strategy, and managing delivery of productivity metrics.

About the roles

These roles will focus on supporting the delivery of regular performance reporting. This entails producing regular reports, maintaining and improving Power BI dashboards, and collaborating with other teams to produce performance analysis and narrative.

Your role as the Reporting Analyst encompasses several key aspects (but not limited to):

  • Regular monthly refresh and maintenance of PowerBI dashboards.
  • Support improvement and enhancement of PowerBI dashboards.
  • Supporting production and quality assurance of monthly performance reporting packs and other corporate reporting, e.g. data inputs to the Justice Performance Board.
  • Supporting briefing activities for HMCTS and MoJ performance discussions.
  • Responding to ad-hoc requests for performance and operational data.
  • Support our work with users, jurisdictional subject matter experts and data engineers to understand requirements and develop new dashboards and content relating to aspects of HMCTS performance.  
  • Support on maintaining relationships with stakeholders in HMCTS Operations and Service teams, as well as other analysts in HMCTS and MoJ.
  • Ensuring our products meet quality assurance standards and also produce or maintain all relevant documentation.
  • Use of modern tools and platforms including SQL, Power BI, Excel, GitHub, Trello and Azure data services.

Who are we looking for? (Person Specification)

Eligibility for the role:

  • Analysts currently members of one of the following government analytical professions: GSS/GORS/GES/GSR.
  • Candidates that are not members of a profession but can demonstrate similar experience at the appropriate level are eligible to join. The criteria to satisfy the eligibility rules are:
    • You possess a numerate degree or a degree that has an analytical, statistical or research element, with a 2:2 or above, or a higher degree (e.g. MSc, PhD).
    • Alternatively, you have significant experience (usually a minimum of two-years’ work experience) evidencing use of data and/or analytical skills (outside a part-completed Civil Service degree apprenticeship).
    • For a successful non analytical profession member, badging opportunities will be available once in post for those who wish to apply.

Essential

  • Experience of using Power BI, Excel & SQL.
  • Good knowledge of:
    • data preparation, exploration, and visualisation.
    • data interrogation and querying data from databases (ideally using SQL).
    • application of analytical and statistical methodologies for generating insight and for modelling.
    • Data analysis and presenting results using appropriate visualisations.
  • Understanding and applying analytical quality assurance, with attention to detail.
  • Ability to work both independently and with guidance and support, managing own time and priorities as required.
  • Ability to work confidently with a diverse group of stakeholders and challenge established business processes and working practices. 
  • Delivering improved quality services and products by taking creative and innovative approaches.
  • The ability to adjust focus in response to evolving business needs.

Desirable

  • Knowledge of the justice system and the work of HMCTS.
  • Knowledge of building reproducible analytical pipelines, automation and version control (using GitHub).
  • Experience using Azure.
  • Knowledge of Agile ways of working and tools such as Jira and Confluence.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
