Job title: Hard Facilities Management Lead

About the role

The Hard Facilities Management (HFM) Lead is responsible for overseeing the delivery of HFM services across approximately 350 HMCTS property sites throughout the UK, working through the core FM supplier and other internal or external third-party providers. This role supports the monitoring of contractual, operational, and performance aspects of facilities management, including auditing and contract compliance. Additionally, the HFM Lead assists the Head of FM in managing the operational budget that supports the facilities management gold contracts valued at over £70 million.

The role also involves supporting the management of property, facilities, and security operations, as well as contributing to projects, initiatives, and service delivery through term contract arrangements. A key responsibility includes aiding in the delivery of high-quality, safe, and effective facilities management, implementing regional strategies, maintaining assets, and driving estate improvements and rationalisation efforts to support ongoing operational and transformation goals. Furthermore, the HFM Lead plays a vital role in the strategic and operational management of contractual obligations, fostering stakeholder relationships, and upholding HMCTS’s reputation as a valued customer.

Your role as the Hard Facilities Management Lead encompasses several key aspects (but not limited to):

  • Responsibility to the head of FM for the HMCTS properties, facilities management services across the UK, ensuring they are fit for purpose, providing a safe environment and satisfy all statutory and legal regulations through proper inspection, maintenance, and servicing – this includes, but is not limited to, repairs and maintenance, and project works.
  • Responsibility for the coordination of all nationally lead project activity across all disciplines, ensuring compliance with budgets, statute and contractual obligations.
  • Provision of support to the head of FM for the management of the external service providers relating to facilities management across the UK and fully understanding the services provided by the contractor at both a strategic and operational level to work effectively with contractors in delivery of high quality, safe and effective facilities management and security services.
  • Have strong knowledge of the contract type (supported by HMCTS’s commercial and legal departments) and knowledge of the contractual documentation including terms and conditions and management requirements to support the Head of Facilities Management in ensuring that the facilities management strategy and contracts continue to support the requirements of HMCTS.

Who are we looking for? (Person Specification)

The ideal candidate for this position should demonstrate:

Essential

  • A strong background in Facilities Management & Contract Management understanding contract law, terms, and conditions.
  • Proven commercial, operational and line management experience for large teams and complex estates with a strong understanding of the issues involved, customer management and supply chain management.
  • Strong communication skills; proven ability to provide oral and written briefings to customers and stakeholders, articulating complex processes and expectations whilst working closely with both internal and external parties.
  • Proficient with IT systems such as Microsoft Word, Excel, Teams and Power Point.
  • Ability to operate flexibly and deliver results at pace in a climate of ambiguity, demonstrating resilience and determination to overcome difficulties.

Desirable

  • Technical contract management and/or facilities management qualification or hold full membership of a recognised professional body (e.g. Institute of Workplace and Facilities Management).
  • A sound understanding of HMCTS’s business objectives.

Interview Stage

If successful at sift, you will be invited to attend a remote interview, via Microsoft teams. During your interview, you will be assessed against the following Civil Service Success Profiles which will include:

  • A presentation against your experience in Facilities Management and Contract Management, the presentation brief will be sent to you in advance.
  • 2 experience questions in relation to the person specification.
  • A question in relation to the “Changing and Improving” Civil Service behaviour.  

Working pattern

This is a full-time position only due to the nature of the role.

Travel requirements

As part of your role, there will be a requirement to travel frequently to any HMCTS site for site visits and contract meetings.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
