Role Purpose

(250 words max)

  • The Hard Facilities Management (HFM) Lead is responsible for overseeing across the UK at all HMCTS property sites (c350) the delivery of the HFM function, through either the core FM supplier or other 3rd party providers (internal & external).

  • Responsible for the support in monitoring of contractual, operational and the performance management of facilities management and auditing/monitoring contracts.

  • Responsible for support to the Head of FM in the delivery of the operational budget that supports the facilities management gold contracts with a value of c£70m+

  • Responsible for support to the Head of FM in managing Property, Facilities Management and Security operations, projects, initiatives, and service providers through term contract arrangements.

  • Responsible to the head of FM for the support in the delivery of high quality, safe, effective facilities management, regional facilities management strategies, asset maintenance and improvements and management of estate initiatives such as rationalisation to continually support operational delivery and ongoing estate transformation objectives.

  • Responsible to the head of FM in support of the strategic and operational management of the contractual obligations, building key stakeholder relationships to provide direction to and maintain the reputation of HMCTS as a customer.










Key Accountabilities (600 words max)

  • Responsibility to the head of FM for the HMCTS properties, facilities management services across the UK, ensuring they are fit for purpose, providing a safe environment and satisfy all statutory and legal regulations through proper inspection, maintenance, and servicing - this includes, but is not limited to, repairs and maintenance, and project works.

  • Responsibility for the coordination of all nationally lead project activity across all disciplines, ensuring compliance with budgets, statute and contractual obligations.

  • Provision of support to the head of FM for the management of the external service providers relating to facilities management across the UK and fully understanding the services provided by the contractor at both a strategic and operational level to work effectively with contractors in delivery of high quality, safe and effective facilities management and security services.

  • Have strong knowledge of the contract type (supported by HMCTS’s commercial and legal departments) and knowledge of the contractual documentation including terms and conditions and management requirements to support the Head of Facilities Management in ensuring that the facilities management strategy and contracts continue to support the requirements of HMCTS.

  • Collaborate with senior leadership, internal colleagues and utilise other government department best practice approaches to support the strategic development of a HMCTS wide service, acting as an advisor for some dedicated services, support with changing and writing policy as required, understanding the application of risk management techniques, contingency planning and forecasting future demand to support property directorate priorities and outcomes.

  • Delegated budget responsibility for security and facilities management contracts and overall responsible for ensuring assurance on service costs data and the impact that service variations have on budgets whilst ensuring customers’ needs are met, and the creation and maintenance of a culture of service excellence. Instigate dashboard reporting of progress and meaningful management information for regular scrutiny and interaction within HMCTS.

  • Lead delivery and monitor customer service levels in conjunction with the HMCTS Property and wider HMCTS operations in improving customer service across the HMCTS estate.

  • Support production and from time to time produce board level papers to update, influence and seek senior leadership agreement on key facilities management recommendations and initiatives, ensuring effective governance on property decisions taking account of service demand and future end state following reform with correct metrics in place to effectively manage the portfolio.

  • Support the whole FM team in ensuring resources are allocated to manage interfaces in facilities management to capital projects and property disposals to provide necessary operational perspectives for the Estates Reform Programme, lead, coach and mentor members of own team and wider property colleagues to develop capabilities in line with business needs - including how to deal with asset, capital, facilities management and security challenges.

  • Provide support and “back up" as required to the RFM cadre in the provision of management and monitoring of the FM services supplier.

  • Lead by example role modelling ethics, integrity, impartiality, and the elimination of bias by building diverse teams and promoting a working environment that supports the Civil Service values and code. Lead and own collaborative relationships across the region effectively managing and influencing a diverse range of users and user demands to lead on the provision of an effective and timely service delivery to the customer and stakeholders.

  • Proactively engage with stakeholders to influence and develop associated plans that support business delivery within an agreed programme of works, timeframe and budget building and maintaining strategic partnerships to ensure delivery of current and future outcomes.

  • Collaborate with HMCTS FM and operational teams to support the development and delivery of capital and revenue maintenance, asset management and facilities management strategies in line with the aims of the HMCTS estate strategy, use negotiation and influencing skills to provide key challenge and promote stretching objectives that are reasonable within known constraints.

  • Lead, delegate where appropriate and manage outcomes of all decisions relating to HMCTS properties, facilities management in the North or South regions, ensuring options and recommendations are fit for purpose, provide a safe environment, and satisfy all statutory and legal regulations as well as ensuring that budget management and financial processes and protocols are adhered to.

  • Create and maintain a culture of service excellence through management of the contractual relationships and performance management across the UK, providing assurance to senior leaders regarding activities, risks and key metrics (e.g. service costs data) that may involve complex, high risk and sensitive issues with numerous possible solutions. Be able to defend actions where controversy arises through evidenced solutions utilising own and key stakeholder experiences.





Knowledge, Skills and Experience (500 words max)


  • Ideally hold a technical contract management and/or facilities management qualification or hold full membership of a recognised professional body (e.g. Institute of Workplace and Facilities Management).

  • Demonstrate recent successful commercial, operational and line management experience for large teams and complex estates.

  • Excellent communication skills at G7 (written and verbal) and proficient with Microsoft Word, Excel, Teams, Power Point etc.

  • A sound understanding of HMCTS’s business objectives would be beneficial.




Problem Solving and Decision Making (300 words max)


  • Support the provision of operational and strategic management and the performance of HMCTS property, facilities management of all premises and buildings across the UK, ensuring statutory compliance through proper inspection, maintenance and servicing, as well as providing suitable resources for wider property directorate goals including interfaces into facilities management project work, capital projects and asset management activities.

  • Use the principles of performance monitoring to define and implement appropriate systems and procedures to ensure high quality, safe and effective facilities management and security services and the regional facilities management strategy, alongside asset management, capital maintenance and management of estate initiatives such as rationalisation.

  • Support the provision of ensuring service quality and development in designated areas, some of which are HMCTS wide, high-profile and complex issues requiring a level of creative thinking and judgement to make well-informed and authoritative proposals to novel concepts.

  • Responsible for provision, maintenance and improvement requirements for all property, facilities management and security services within the region as defined within the HMCTS estate and court reform to meet business requirements to an agreed service level including holding responsibility for stakeholder management regarding the regional estate where negotiation and assembling views of important stakeholders will be key to understanding expectations and resolving complex problems.





Management of Resources (250 words max)

  • Responsible for direct line management of the FM Project support officer, supporting with any people issues in line with HMCTS and MOJ HR policies role modelling ethics, integrity, impartiality, and the elimination of bias by building diverse teams and promoting a working environment that supports Civil Service values and code.

  • Responsible for support to all budget management and performance management for facilities management, ensuring financial processes and protocols are adhered to, to achieve service and financial objectives and relevant performance targets.

  • Support the longer-term strategic service developments, ensuring that financial processes and protocols are adhered to.

  • Lead, coach and mentor members of own team and wider property colleagues and develop capabilities in line with business needs including how to deal with asset, capital, facilities management and security challenges and problems.

  • Negotiate with and influence stakeholders to implement organisational change using evidence- based approaches to gain support for key strategic priorities.

  • Support the Head of Facilities Management in ensuring that the facilities management contracts continue to support the requirements of HMCTS, identifying issues which may have wide-ranging implications.

  • Provide clarity and clear explanations to internal and external stakeholders on facilities management, security, capital maintenance and asset management issues confidently engaging with colleagues at all levels to influence successful outcomes, prioritise key activities and set aims and objectives for future strategic direction.

  • Commercial autonomy to make agreed budget decisions within constraints of commercial SFA.

  • Collaborate with HMCTS colleagues and external stakeholders to support asset management and capital maintenance priorities and provide operational perspectives to key challenges.
