About the role

As a Judicial Salary Administrator, you will control payrolls of Judicial fees and expenses, and witness and appellant costs, arising from the work of the Courts and Tribunals. Duties include approval of fee and expense claims, and the onboarding and offboarding of individual Judicial officers to/from payroll. The Payroll Manager is supported in these tasks by a team of administrative officers.

You will complete second stage approval of fee and expenses claims in preparation for submission to payroll. They investigate and resolve data errors and anomalies in payroll data, and they take responsibility for complex queries and complaints referred to them.

You will oversee the timely, accurate and secure addition of new appointees to the Judicial payroll, and the removal from payroll of leavers and retiring judiciary. They manage and safeguard sensitive and personal data held in connection with payroll functions.

You will ensure all team members are fully skilled in their relevant duties and they manage individual team members' performance.

Main Activities/Responsibilities

  • Preparing the close of the monthly payroll.
  • Sending copies of the appointment and retirement logs to Judicial Office for comparison and confirmation.
  • Preparing all the monthly payroll instructions.
  • Ensuring that all relevant incoming post is picked up and actioned up to the closedown date.
  • Ensure all logs updated and forwarded to relevant departments.
  • Reconciliation of monthly payroll for both Higher Judicial and Lower Judicial payroll.
  • Deal with incoming post in accordance with team processes and governance.
  • Record all new appointments and promotions and prepare relevant payroll instructions.
  • Record all incoming payroll notifications and file/copy to relevant monthly work folders ensuring compliance with policy and procedures. Raise any queries with the relevant teams.
  • Deal with all audit queries from Nation Audit Office (NAO) and Internal Audit. Provide data and evidence and attend meetings with NAO as required. Also deal with indirect audit requests from HMCTS who require evidence/information in response to an audit query.
  • Act as a single point of contact (SPOC) in the absence of the Senior Executive Officer (SEO). Responding to queries/actioning requests where possible. Alerting the SEO to any issues on their next working day. Referring any urgent queries to the Senior Officer.
  • Provide financial references - These can be references for mortgages, loans, acting as a guarantor etc.  They should be actioned within 24 hours.  This includes obtaining consent from the Judge to provide financial information to a third party. Completing electronic reference forms or providing a reference letter.
  • Provide support, advice and information to both internal and external stakeholders.
  • Working with and supporting colleagues. Liaising with the other EO to plan and agree shared work responsibilities on a weekly basis. Provide training and support as required.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
