About the role

As a ‘Bailiffs’ Senior Health and Safety Business Partner within the HMCTS HQ, National Security and Safety Team, you will be a key player in providing professional occupational health and safety support (advice and assurance) to Bailiffs, Bailiff Managers, senior Bailiff duty holder roles and Regional Safety and Security Officers, across all regions.

This technical occupational health and safety role will proactively seek to reduce work-related incidents by utilising your wider behavioural skills (communication, stakeholder management, working with others) and core skills (leadership, management) skills to further develop the health and safety culture, making the Bailiff work environment both safer and healthier. 

Your role as the Bailiffs Senior Health and Safety Business Partner encompasses several key aspects (but not limited to):

·       Quality assuring daily/weekly Bailiff activities to include the continued development, review and support of Bailiffs, Bailiff Managers and Regional Safety and Security Officers.

 

·       Competently review processes and initiate change for the strategic management of Bailiffs occupational health and safety by proactively leading the monitoring and continual review through proactive Business Partnering and stakeholder engagement on a daily/weekly basis.

 

·       Providing professional occupational health and safety engagement, evaluation and support for Bailiffs and Bailiff Managers on current processes, including the development of lessons learned in incident and accident reporting/investigations, risk assessments and safe systems of work.

 

·       Collaborating with senior Bailiff Operations management/Directors while providing effective, active and dynamic leadership, communicating Bailiff safety requirements, objectives, plans and priorities with clarity, conviction and enthusiasm (i.e. ensuring that Bailiff risks/issues are effectively managed to mitigate any impacts).

Who are we looking for? (Person Specification)

The ideal candidate for this position should demonstrate:

Essential

·       You will hold or be prepared to work towards a NEBOSH Certificate and will have proven experience in occupational health and safety, ideally within the following key risk areas: workplace violence, slips, trips, falls and in incident/accident reporting and investigation and inspections.

 

·       Technical or certified Member of Institute of Occupational Safety and Health (IOSH) with a view towards becoming a Certified and Chartered Member of Institution of Safety and Health (CMIOSH).

 

·       Excellent communication, negotiation and influencing skills to be able to explain complex safety procedures clearly to an external audience in concise and accurate terms.

 

·       Highly organised with proven experience of managing your own workload and diary, and the flexibility to travel within your region to attend sites as required.

 

Desirable

·       A strong understanding of Bailiff operations within either tribunals or courts and the Health and Safety risks associated with these, or of an equivalent complex operational environment.

 

·       Previous experience in engaging with senior managers and other stakeholders to develop and review policies and procedures and provide expert feedback and recommendations for improvement when necessary.

 

·       Experience in line management as the role includes the management of a small team.

 

·       Full UK driving licence.

 

Further details

As part of your role, occasional travel to HMCTS sites across the United Kingdom may be required, in line with business needs.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours
