Role Purpose

In the role of the ‘Bailiffs’ Senior Health and Safety Business Partner, the successful candidate will work within the HMCTS HQ, National Security and Safety Team, providing professional occupational health and safety support (advice and assurance) to Bailiffs, Bailiff Managers, senior Bailiff duty holder roles and Regional Safety and Security Officers, across all regions.


This technical occupational health and safety role will proactively seek to reduce work-related incidents by utilising your wider behavioural skills (communication, stakeholder management, working with others) and core skills (leadership, management) skills to further develop the health and safety culture, making the Bailiff work environment both safer and healthier.


The successful candidate will hold or be prepared to work towards a NEBOSH Certificate and will have proven experience in occupational health and safety, ideally within the following key risk areas: workplace violence, slips, trips, falls and in incident/accident reporting and investigation and inspections. The role requires a minimum of IOSH Technical membership with a view to working towards becoming a Certified and Chartered Member of Institution of Safety and Health (CMIOSH). This role will require the post holder to regularly travel to different parts of the United Kingdom, which will involve some overnight stays (Note: all additional travel and accommodation will be funded by HMCTS).













Key Accountabilities (600 words max)



  • Quality assuring daily/weekly Bailiff activities to include the continued development, review and support of Bailiffs, Bailiff Managers and Regional Safety and Security Officers.

  • Competently review processes and initiate change for the strategic management of Bailiffs occupational health and safety by proactively leading the monitoring and continual review through proactive Business Partnering and stakeholder engagement on a daily/weekly basis.

  • Providing professional occupational health and safety engagement, evaluation and support for Bailiffs and Bailiff Managers on current processes, including the development of lessons learned in incident and accident reporting/investigations, risk assessments and safe systems of work.

  • Collaborating with senior Bailiff Operations management/Directors while providing effective, active and dynamic leadership, communicating Bailiff safety requirements, objectives, plans and priorities with clarity, conviction and enthusiasm (i.e. ensuring that Bailiff risks/issues are effectively managed to mitigate any impacts).

  • Broker solutions and challenge the business as appropriate to put Bailiffs occupational health and safety at the forefront of the business. Engage business leaders to advocate and demonstrate compliance with policies to readily identify and champion sustainable interventions.

  • Lead in shaping and influencing occupational health and safety strategy for Bailiffs with senior business leaders to translate business priorities into activity to be implemented by operational and line managers.

  • Provide professional occupational health and safety engagement and partnering with other external stakeholders on Bailiff safety as required, including the HSE, Local Authorities, the Police and other government departments on a weekly/monthly basis.

  • Oversee the management and administration of the ‘National Bailiff and Civilian Enforcement Security and Safety Committee’ meetings on a quarterly basis.


Knowledge, Skills and Experience (500 words max)



  • Candidates will hold or will be prepared to work towards a NEBOSH Certificate and will hold proven experience of working in occupational health and safety.

  • Chartered Member of Institute of Occupational Safety and Health (IOSH) or at least Technical/Graduate level working towards Chartered membership.

(Note: any required additional qualifications and/or memberships will be fully supported and funded by HMCTS)


  • A strong understanding of Bailiff operations within either tribunals or courts and the Health and Safety risks associated with these, or of an equivalent complex operational environment, would be desirable

  • Previous experience in engaging with senior managers and other stakeholders to develop and review policies and procedures and provide expert feedback and recommendations for improvement when necessary.

  • Strong communication, negotiation and influencing skills to be able to explain complex safety procedures clearly to an external audience in concise and accurate terms.

  • Experience in line management as the role includes the management of a small team.




Problem Solving and Decision Making (300 words max)


  • The role holder will need to deploy expert knowledge and understanding of Bailiff safety requirements.

  • Broker solutions and challenge the business as appropriate to put Bailiffs occupational health and safety at the forefront of the business. Engage business leaders to advocate and demonstrate compliance with policies to readily identify and champion sustainable interventions.

  • Demonstrate leadership and tact to control, manage and assure occupational health and safety processes by offering effective engagement with stakeholders throughout the process to ensure the Bailiffs Health and Safety remains a priority in a demanding environment.

  • Demonstrating knowledge of and practical experience in testing and directing on safety policy and processes in varied, high-risk environments within a multi-faceted organisation.

  • Utilise key occupational health and safety experience, knowledge and understanding to provide strategic and insightful challenge to business leaders and in managing the expectations of Executive Directors, Trade Unions, Senior Management and Staff.




Management of Resources (250 words max)



  • Acting as visible leadership for Bailiff Safety across the bailiff community, providing effective engagement and support for bailiffs/bailiff managers on bailiff safety matters, engaging with wider policy teams as appropriate to help develop and improvement bailiff safety policies and management arrangements.

  • Manage one or two staff as required by the team structure, providing line management for all aspects of their role including setting work plan objectives, reporting and supervising on a daily/weekly basis.

  • Seek to build your own capability and that of the team to improve performance.

  • Assist with support for other Safety, Security and Fire areas which may include providing cover for the Safety and Security Officers on the team, when required.

  • Work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post and deemed necessary by line management to fulfil the role and requirements of the team.

  • Will supply support to the wider Chief Financial Officers team commensurate as required with the grade and level of responsibility of the post.


Autonomy (250 words max)

The postholder will need to utilise their significant technical Bailiff safety competency to ensure HMCTS develops the most effective Bailiff policies/guidance and training and awareness materials. The postholder will report directly to the Head of Security and Safety and the National Health and Safety Officer for review of these products and services, although significant autonomy is given over to this role. The successful candidate will often be required to work independently and will have the scope to inform strategic decision making with occasional input and support from the Head of Security and Safety and the National Health and Safety Officer, as and when required.








Key Relationships and Contacts (300 words max)


The role holder is responsible for the provision of authoritative and expert briefing, advice and guidance on all aspects related to Bailiff Safety. The role holder’s advice will inform Bailiff safety and security decisions across operational, property delivery of the complex courts/tribunal services HMCTS delivers.


A need to:

  • Maintain effective collaborative relations internal stakeholder relations with HR, Operations, Bailiffs, Bailiff Managers, senior Bailiff duty holder roles and Regional Safety and Security Officers, across all regions and with HMCTS colleagues at junior, middle and senior management levels, demonstrating effective Business Partnering to ensure security expertise is used effectively and proportionally to shape positive change and build productive relationships with these stakeholders.

  • Maintain and represent HMCTS interest across a network of Bailiff senior security and safety contacts across government departments/agencies, including the police, Security service, Enforcement Authorities, to engage effective benchmarking and ensure maintenance of ‘best practice’ standards.
