Organisational Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

The Portfolio Support Manager will be responsible for a diverse range of activities for administrative support, application of project/change procedures, tools and techniques, the delivery and transformation of most project's objectives. This role will help to support the smooth running of the project by assisting the team through the operation of project management processes, defining and maintaining the standards within the project, and the co-ordination of business management actions and activities on their behalf. This role will support activities such as communication between with the business, maintenance of central project records and production of regular management reports.

Duties and Responsibilities:

1. Portfolio Planning, Risk, Reporting & Assurance:

             Support the Senior Portfolio Manager in maintaining MS Project plans to track key milestones across the Portfolio

             Support the Senior Portfolio Manager in the maintenance, monitoring and tracking of key risks across the Portfolio

             Manage project controls, providing reporting using Excel and MS Project to inform stakeholders of project progress and portfolio status.

             Ensure project documentation (initiation documents, risk logs, plans, budgets, etc.) meets required standards and supports internal audits and assurance reviews.

             Track and implement recommendations from external reviews and audits.

2. Change Management & Benefits Realisation:

             Support the development and application of business change and CI products, such as impact assessments, readiness checklists, plans, and communication materials.

             Ensure project managers and business owners effectively use change management/CI tools and techniques.

             Assist in developing benefits management processes, ensuring benefits realisation plans align with business change and operational activities.

             Lead on benefits reporting and dashboard development, escalating risks as needed.

3. Stakeholder Engagement & Communication:

             Engage with business owners, change leads, and benefits owners to align change, CI and benefits activities with OPG’s strategic objectives.

             Support the development of OPG and MoJ-wide change, CI and benefits networks to standardise approaches and maximise efficiencies.

             Assist in producing materials for governance meetings, including Portfolio Change Board reports and presentations.

             Maintain MS Teams spaces, distribute documentation packs, and provide administrative support for portfolio management activities.

4. Continuous Improvement & Lessons Learned:

             Identify opportunities to improve processes and promote best practices across the Portfolio Management Office (PMO) and Change Management Office (CMO)

             Work with stakeholders to ensure lessons learned are documented, shared, and acted upon to drive continuous improvement.

Agreed Expectations

The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.

Occasional travel to our OPG offices in Birmingham and Nottingham may be required.

There is no line management responsibility as part of this role.

Skills & Qualifications

Essential Skills

             Experience of working in a busy Portfolio and change environment.

             Understanding of the importance of benefits management in delivering and sustaining organisational performance.

             Ability to plan and monitor business change activities effectively.

             Working knowledge of MS Project for planning and scheduling.

             Excellent written, verbal, and stakeholder communication skills.

             Strong organisational and problem-solving skills with keen attention to detail.

Desirable Skills

             Hold or be prepared to work towards a professional qualification in change, benefits and/or programme management.

             Experience of working in an organisation going through transformation.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
