Organisational Overview


The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.


OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

The Portfolio Support Manager will be responsible for a diverse range of activities for administrative support, application of project/change procedures, tools and techniques, the delivery and transformation of most project's objectives. This role will help to support the smooth running of the project by assisting the team through the operation of project management processes, defining and maintaining the standards within the project, and the co-ordination of business management actions and activities on their behalf. This role will support activities such as communication between with the business, maintenance of central project records and production of regular management reports.

The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.


Occasional travel to our OPG offices in Birmingham and Nottingham may be required.


There is no line management responsibility as part of this role.



Skills & Qualifications


Essential Skills

  • Experience of working in a busy Portfolio and change environment.

  • Understanding of the importance of benefits management in delivering and sustaining organisational performance.

  • Ability to plan and monitor business change activities effectively.

  • Working knowledge of MS Project for planning and scheduling.

  • Excellent written, verbal, and stakeholder communication skills.

  • Strong organisational and problem-solving skills with keen attention to detail.

Desirable Skills

  • Hold or be prepared to work towards a professional qualification in change, benefits and/or programme management.

  • Experience of working in an organisation going through transformation.
