Job description

HM Court and Tribunals Service (HMCTS) is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales (E&W)

The courts and tribunals in E&W continue to invest. enabling HMCTS, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves.

Overview

HMCTS is a continually changing organisation. Strong leadership is a critical element in this being successful.  As a leader within HMCTS the jobholder will have responsibility for managing staff and will be required to provide clear direction and focus, visibly championing the changes which deliver greater efficiencies.  The HMCTS Delivery Directors expects managers in the organisation to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.

The key purpose of the role is to

Support the Head of the Judicial Liaison and the Judicial Liaison Manager in ensuring the business needs of the region are met through the successful & efficient deployment of judicial resources. The post holder is part of a small team responsible for effective planning and management of the judicial resources across the Region and will provide a single point of contact for the judiciary across their Region and will be key in ensuring effective communication with the judiciary at Cluster level.

Key responsibilities

Operations

  • Ensure the Circuit & District Judge itinerary is prepared and agreed by the Senior Judiciary and Clusters which maximises the utilisation of resources and is maintained throughout the year.
  • Provide effective day to day liaison with the judiciary and operations across the Region including advising on any changes to sitting patterns to improve performance.
  • Oversee the day to day operation of the National Court Fee Paid Judicial Pool and all associated work
  • Act as single point of contact for internal and external customers on judicial resource/sitting day information/enquiries for a Cluster.
  • Oversee booking of all part-time judiciary, ensuring best use of resources.
  • Support the Judicial Liaison Manager on judicial issues including but not restricted to:

  • Liaison Officer role for judicial harassment protocol
  • Liaison Officer role for judicial database
  • Work shadowing applications
  • Judicial assistance to the JAC
  • Salaried part-time working
  • Appointment of judicial leadership & extra-curricular posts
  • Overseeing the National and Virtual team bookings

  • Identify and promote the sharing of good practice across the Region.
  • Allocate & supervise judicial workload on a daily basis, through a TIB.
  • Lead the implementation of efficient and consistent administrative practices, procedures and standards, identifying and implementing solutions to identified problems.
  • Manage resources to ensure excellent customer service to all stakeholders, judiciary and management.
  • Monitor key performance areas, analysing performance trends and making recommendations for improvement to the Judicial Liaison Manager.
  • To provide written and verbal advice to queries from staff and HMCTS users.
  • Contribute to the delivery of operational, performance and service standard targets.
  • Provide statistical data for the management team and judiciary.
  • Ensure the risk management system and standards are applied by all staff in line with HMCTS/MOJ policy.
  • Deputise for the Judicial Liaison Manager as necessary.
  • Deal with customers and complaints and address root causes of complaints.
  • Conduct ongoing reviews of procedures and work practices and manage the implementation of new initiatives and legislation
  • Apply CI principles, tools and techniques to working practices to improve efficiency of operations.

Administration

  • Devise and maintain administration and operational processes and systems, including data quality assurance, data management and filing.
  • Undertake specific project work and background research to inform development work and aid good decision making.
  • Maintain robust, timely and accurate management information relating to:

  • Judicial sittings and itineraries
  • Non-sitting days
  • Judicial training
  • Official business
  • National and Virtual Fee Paid Judicial Pool
  • Maintaining accurate records on the Regional Judicial Database

  • Provide timely and accurate information on sitting days to assist in bids & forecasting for the Circuit Bench and District Bench.
  • Monitor and report on delayed judgments.
  • Process financial documentation and manage accounts and budgets as required.

Drafting

  • Assist the Judicial Liaison Manager with the production of briefing documentation and other papers

Communicating with the public, juries, the judiciary, other court and tribunal users and representatives of other agencies and organisations

  • Effectively communicate with a range of internal and external stakeholders including court and tribunal staff, Judiciary, court and tribunal end users on all resource issues to highlight potential challenges.
  • Work with the Presiding Judges or their representatives.
  • Deal professionally with a range of internal and external customers, suppliers, contractors and external service providers.

Accountability

  • Reports to the Judicial Liaison Manager within the Regional Support Unit

Line management

  • There is an expectation to manage approximately four members of staff

Standard full time working hours are 37 hours per week. HMCTS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs and are agreed prior to appointment. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the MoJ’s Flexible Working policy. 

Applications for part-time working would be considered however due to the nature of the role the minimum hours would be 30 hours per week over 5 days.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Location of Post

Based within the Regional Support Unit based at Cardiff Magistrates’ Court. The post holder may be expected to work flexibly at other locations to meet operational needs.

Operational Delivery in HMCTS

This role is part of the Operational Delivery Profession. Operational delivery professionals are the outward face of government, providing essential services to the public in a variety of roles. They work in many different departments and agencies across the breadth of the UK, delivering service to customers in

  • Processing roles in HMCTS for example Staff at the County Courts Money-Claims Centre and Courts and Tribunal Administration

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
