SCS HR
The Senior Civil Service (SCS) HR Team sits within People & Capability and provides specialist HR advice and strategic support for the SCS across the Ministry of Justice. Our remit spans recruitment, onboarding, talent and succession planning, performance, development, engagement and strategic workforce planning, working closely with senior leaders, HR colleagues and business areas to support effective people and workforce decisions.
This is an exciting time to join the team as we strengthen our strategic workforce planning capability and support the Department’s future SCS leadership workforce. This HEO role will provide important coordination, data and delivery support to help bring together workforce planning, succession, talent insight and evidence-led products, improving the quality, consistency and action focus of senior workforce discussions.
About the Role
Provide coordination, data and delivery support to help build the SCS workforce baseline, forward view and core products needed to support senior decision-making during the six-month stand-up period. The role will support integrated workforce planning, succession, talent insight and engagement activity, ensuring inputs, trackers, products and governance materials are timely, accurate and aligned across the developing model.
Main Activities / Responsibilities
The job holder will be required to undertake the following duties and responsibilities:
- Coordinate plans, timelines, trackers and action logs to support development of the SCS workforce baseline, forward view and integrated workforce cycle.
- Support delivery of workforce planning, succession and talent returns, including refresh points, governance deadlines and follow-up actions.
- Prepare and maintain standard templates, guidance, definitions and return products for HR Business Partners, Groups and business areas.
- Collate and quality assure workforce, recruitment, succession, talent and diversity inputs, identifying gaps, inconsistencies, duplication or missing information.
- Maintain data logs, trackers and reporting inputs so workforce and succession information is structured, consistent and ready for analysis.
- Support production of senior governance packs, workforce summaries, succession updates, pipeline insight, briefings and reporting products.
- Track progress, risks, dependencies and actions across workstreams, escalating delivery issues and outstanding inputs where needed.
- Contribute to continuous improvement by identifying duplication, process issues and opportunities to simplify products, templates and reporting

Occasional travel will be required to attend team meetings, stakeholder engagement events and wider departmental activities across Ministry of Justice sites.
Management of Resources
Working across a flexible team, the role will support HR Business Partners, Groups and functional partners to gather inputs, test assumptions and improve the quality and consistency of workforce, succession and talent returns.
Essential Criteria
- Strong organisational skills, with confidence coordinating workstreams and tracking actions.
- Good attention to detail and ability to check data, trackers and reporting products.
- Strong stakeholder engagement skills, with confidence gathering inputs and supporting delivery.
Desirable Criteria
- Experience coordinating projects, returns or business processes.
- Experience preparing summaries, slides or briefings for stakeholders.
- Understanding of HR, workforce planning, talent or succession activity.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
