Overview

This is an exciting opportunity to join the Judicial College’s Performance, Projects and Reporting Team. The role will assist with the operational management activities of the College, including the budget, and will help to run the operational reporting suite. The successful candidate will have a good financial skillset and also be experienced at working with data and operational reporting.

The Judicial College

Judicial College is part of Judicial Office (JO), an arm’s-length body of the Ministry of Justice.  The JO is a unique branch of the Civil Service, independent from Government, dedicated to supporting the judiciary and promoting judicial independence, to maintain confidence in the rule of law. The Judicial Office reports to, and is accountable to, the Lord Chief Justice and was set up in 2006 to provide support to him and to the wider judiciary following the Constitutional Reform Act 2005.  In addition, we support, and are accountable to, the Senior President of Tribunals, whose responsibilities extend to Scotland and Northern Ireland.  We support some 22,000 judicial office holders, providing policy, legal and handling advice and operational support.

The principal role of Judicial College is to support the Lord Chief Justice and the Senior President of Tribunals in fulfilling their responsibilities for the arrangements for training the judiciary in an ever-evolving justice system.  Working with the College Board, the Judicial College supports these senior members of the judiciary in setting the direction for training and ensuring the College has the right support in place to provide advice on the design and delivery of training, innovative digital systems to support delivery and that seminars are well organised. Our purpose is to strengthen the rule of law and improve the administration of justice through delivery of essential training for the judiciary in courts and tribunals, as well as a framework of training for magistrates. 

The College delivers approximately 400 training events a year.  As the result of the pandemic, we have been delivering a balance of in-person and digital training since April 2020.

Overview of the role

This role supports how the operational reporting and budget management activities are conducted across the College as these are now centralised within the Performance, Projects and Reporting Team. You will play a supporting role in the management of the budget/forecast and assist in collating information to inform in year financial reporting and for future financial years. To do this, you will work closely with College colleagues to understand their requirements (both current and future years) and how plans inform the budget. You will support in collating training data to underpin the budget, assist with uploading information on to finance systems and produce operational reporting for the Head of Operations and Systems.

Who are we looking for?

The post would suit someone who has experience of working with budgets and finances. We are, however, willing to consider applications from those with a passion for finance who can demonstrate an aptitude in this area.

You should be a confident user of the Office 365 package with an eye for detail and have experience of using Excel and other systems to analyse data and present reports.

You will be a team player with good communication skills able to explain the technicalities of finances in simple language that will be understood by a wide audience.

Role purpose and key responsibilities

The role has several areas of responsibility designed to support the College’s operational activities.  These are:

To work collaboratively with the Judicial College Chief of Staff Business Support team on the budget for incorporation into the College budget management process, monthly financial reporting to the Executive Director and the Spending Review Cycle;

To help run the weekly, monthly, quarterly and annual training programme reporting cycle along with the timely provision of ad-hoc requirements and statutory reporting requirements.

To support finance process training within the Operational Support Team.

Ensure the College’s planning, reporting and budgeting cycle runs accurately, on time, significantly reducing impact on the delivery teams

The post-holder will have a good financial skill set, be used to working accurately with data and numbers, with good stakeholder management and communication skills. This role will report to the HEO Finance Manager.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
