Job description

Data Analyst

Location: National*

(MoJ candidates who are on a specialist grade, will be able to retain this grade on lateral transfer)

Salary: London: £47,657 – £52,040 plus potentially a £500 analyst allowance; National: £41,463 – £45,276 plus potentially a £1,500 analyst allowance.

The Role

We’re recruiting for a Data Analyst here at the Ministry of Justice, to be part of our warm and collaborative Victims, Journeys and Insights team.

This role aligns against Data Analyst from the Government Digital and Data Framework

The role

We’re recruiting for a SEO Data Analyst to be part of our warm and collaborative Criminal Justice System and Victims Data Division.

The Criminal Justice System (CJS) and Victims Data Division drives strategic change by developing innovative cross-system data tools and projects, while enhancing data standards, sharing, and literacy. There is strong support at all levels to improve data linkage and access across the CJS, unlocking valuable insights and enabling better decision-making. Our work is at the forefront of this transformation, making it a dynamic and impactful team to join.

Victims, Journeys and Insights team

The Victims, Journeys and Insights team focuses on better understanding the victims’ data landscape and improving outcomes for victims by linking and analysing the data held on them and using those insights to drive policy and operational changes. The policy area is the subject of high Ministerial and public interest.

The team focuses on the data of victims of rape and sexual violence and domestic abuse. The postholder will lead the discovery and analytical work on domestic abuse victims and support on other areas of analysis as well as exploring potential new innovative data sources to bring into the team. This will involve working with third sector support services as well as internal data providers to source and then analyse available data on victims to produce actionable insights. The VJI team is currently partnering with a third sector sexual violence support service to use and test insights gathered from statistical data analysis and the postholder would lead this experimental analysis. Previous work in the team includes report focusing on the interaction between the police investigation and the support service engagement.

The role is open to: 

  1. Existing analysts from all professions (GORS/GSS/GSR/GES) either on level transfer or on promotion.
  2. Other candidates that are not members of GSS, GORS, GSR, GES professions but possess and can demonstrate similar experience at the appropriate level.

Specialist allowance

Due to the role(s) being analytical, those successful in recruitment will be eligible for a specialist allowance following an analytical interview based on the following values: 

  • SEO London: £500  
  • SEO National: £1500

Key Responsibilities:

  • Lead the domestic abuse victims analysis programme to include the review, cleaning, preparing and managing data for analysis, ensuring it is accurate, consistent and fit for purpose.
  • Lead the delivery of the data sharing agreement with Victim Support charity and rape crisis centres to access external data, ensuring necessary data security steps are taken
  • Carry out analysis to help teams and stakeholders answer key questions and make data-informed decisions, including following quality assurance standards
  • Conducting analysis on the datasets available on domestic abuse victims and exploring the possibilities to link these datasets together
  • Undertake verbal and written reporting on analysis for a range of stakeholders
  • Work with internal partners to scope the new xCJS linked dataset to understand how it might be used for future analysis for victims services and contribute to use case and research question generation across the wider team
  • Work as part of a supportive and collaborative data community, sharing learning and feedback.

Essential

  • Technical: Experience with R/Python and Excel for quantitative analysis, SQL was working with large datasets and GitHub for collaboration
  • Ability to confidently explore new datasets and use appropriate quantitative analytical methods and tools to draw out insights relevant to stakeholders
  • Ability to communicate complex analytical findings clearly to technical and non-technical audiences, tailoring outputs and translating analysis into actionable insights.
  • Manage time and own workload effectively across multiple projects to deliver a suite of outputs to deadlines
  • Ability to work collaboratively with the wider team and comfortably lead meetings with a broad variety of stakeholders, both internal and external, and manage those relationships
  • Willingness to be assessed against the requirements for BPSS clearance

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
