About the role
As a Learning Delivery Manager, you'll lead a team crucial to delivering court and tribunal services. You’ll ensure that our learning programs not only help colleagues understand their roles better but also boost their confidence. We’re looking for someone experienced to join our Learning & Development team. You’ll lead our enthusiastic and high-performing Learning Delivery & Design Officers, who create and deliver a range of learning initiatives across HMCTS. In this role, you’ll inspire your team, handle various challenges, and encourage a mindset focused on solutions and continuous learning.
Your expertise will be essential for the smooth running of our training delivery, while keeping customer satisfaction high. We need someone self-motivated, passionate about leading and supporting others, and ready to make a significant impact.
Key responsibilities:
· Manage and support the training delivery team, helping them practice and enhance their skills while keeping their knowledge up to date.
· Coach the training delivery team to boost their performance and professional growth, regularly assessing their performance through observation and feedback.
· Work with the design team to address any issues with training content, ensuring all materials are updated with the latest changes.
· Develop and manage training evaluation processes to gather feedback from participants, trainers, and stakeholders, and use this feedback to continuously improve our training programmes.
· Handle day-to-day queries related to the delivery team and the corporate training plan, escalating issues as needed.
· Deputise for the Learning Delivery Team Lead and represent the function or service at meetings and boards when required.
· Work flexibly to take on any other duties within the role and across the wider HR function, in line with the grade and level of responsibility of this post.

The ideal candidate for this position should demonstrate:
Essential Skills
· Proven experience as a trainer or facilitator, with a solid track record of delivering effective training sessions. You should be comfortable leading by example and sharing your knowledge and skills.
· Experience in leading and managing training teams, with the ability to inspire and build confidence in your team, helping them achieve HMCTS priorities. Developing and upskilling your team should be second nature.
· Strong communication and presentation skills, with the ability to engage various audiences. You should be able to adapt your style to fit different learners and stakeholders.
· Experience managing multiple training projects at once, effectively handling resources and timelines to ensure successful programme delivery.
· Ability to manage challenges and shifting priorities in a fast-paced environment, balancing daily demands with long term goals.
· Experience in assessing how well training is going, including evaluating the performance of trainers. You should be skilled at spotting areas for improvement and taking steps to enhance both team and learner performance.
· Skilled in analysing data to identify trends and insights that can improve delivery and design. You should be able to use this information to make informed decisions and recommendations.
· Experience handling team issues, including performance and attendance. You should be good at addressing and resolving these issues to maintain a productive and supportive environment.

Desirable Skills
· Certifications or qualifications in learning and development, training, or HR (like CIPD) would be a plus. If you don’t have these yet, being open to working towards them is great.
· Experience in the public sector or a similar environment would be useful, especially if you understand the unique challenges of delivering training in these settings.
· Experience in coaching and mentoring team members, with a proven ability to identify skills gaps and provide targeted training to help your team grow.

We will aim to sift the insert ALL criteria but, in the event of a large number of applicants, an initial short sift may be conducted on the Statement of Suitability only. Interview Stage
If successful at sift, you will be invited to attend a remote interview, via Microsoft teams. During your interview, you will be assessed against the following Civil Service Success Profiles which will include:
· A 10-minute presentation against behaviour - Leadership, the presentation brief will be sent to you in advance.
· 2 Experience Questions against the person specification.
· Question in relation to the Developing Self and Other Civil Service behaviour.
· Strengths will also be assessed however these are not shared in advance.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

Redeployment Interview Scheme
Civil Service departments are expected to explore redeployment opportunities before making an individual redundant. The MoJ is committed, as part of the Redeployment Interview Scheme, to providing opportunities to those who are 'at risk of redundancy'.
