Overview of the Judicial Office
The Judicial Office (JO) reports to, and is accountable, to the Lady Chief Justice (LCJ). It was established in 2006 to provide support to the LCJ and to the wider judiciary in upholding the rule of law and in delivering justice impartially, speedily and efficiently, following the Constitutional Reform Act 2005.
In addition, we support, and are accountable to, the Senior President of Tribunals, whose responsibilities extend to Scotland and Northern Ireland.
The JO is an interesting and unique place to work. Everything we do is in support of upholding the independence and impartiality of the judiciary. We work closely with HM Courts & Tribunals Service (HMCTS), the Ministry of Justice (MoJ) and others across Government as well as with the legal professions.
We are an Arm’s Length Body sponsored by the Ministry of Justice. This creates an interesting and complex environment in which to work where we agree our priorities with the senior judiciary and receive our funding to deliver them from the Ministry of Justice. The Judicial Office has been through a period of significant growth resulting from an expansion of our remit and responsibilities.

Overview of the team
The Judicial College is responsible for the training of Judicial Office Holders. Within the College, the Digital Learning Service supports the design and delivery of high-quality digital training interventions and resources used across training programmes. The team works closely with Course Directors and Training Leads, IT Liaison Judges, senior judiciary, HMCTS and Judicial Office colleagues to develop learning that is accessible, timely and responsive to operational need.
This post sits within the Judicial College and reports to the Digital Learning Design and Delivery Manager. The role can be based in London, Leeds or Loughborough and requires travel across England and Wales to support training delivery and wider business need.
Hybrid Working Requirement
This position is eligible for hybrid working (current minimum requirement for time spent at base location is 60%, which is subject to business requirements).
Summary of the role
The Digital Learning Design and Delivery Officer will play a key role in designing and delivering digital skills training and developing digital learning resources for Judicial Office Holders. The postholder will help build digital confidence in relation to day-to-day digital working and new and emerging technologies, including AI-enabled tools. The role will primarily focus on digital skills training design and delivery and associated digital resource development, while also providing flexible support to wider digital learning activities, including filming, editing and the development of digital training resources.
Responsibilities, Activities & Duties:
- Design, develop, deliver and maintain digital skills training interventions and resources for Judicial Office Holders, using a blend of online, face-to-face and self-directed learning approaches.
- Facilitate engaging digital skills sessions, webinars, demonstrations and workshops for a range of judicial audiences, adapting delivery style to different levels of confidence and experience.
- Develop digital learning resources to support training delivery, including presentations, guidance materials, e-learning content and other digital assets.
- Work with Course Directors, Training Leads, IT Liaison Judges, senior judiciary, HMCTS and Judicial Office colleagues to identify learning needs, agree priorities and ensure training products meet user needs.
- Support Judicial Office Holders to build confidence in new and emerging technologies, including AI-enabled tools, by translating complex digital concepts into clear, practical learning.
- Ensure all learning products and delivery methods meet accessibility requirements and reflect good practice in inclusive digital learning design.
- Contribute flexibly to wider Digital Learning Service activity, including filming, editing and the development of digital resources for other training areas where required.
- Manage competing priorities and respond effectively to urgent training requirements, keeping stakeholders informed of progress, risks and timescales.
- Keep up to date with developments in digital learning practice and emerging technologies and contribute ideas for continuous improvement.
Essential Knowledge, Experience and Skills
- Experience of designing and delivering digital skills training and learning resources in online and face-to-face environments.
- Confidence in delivering training, demonstrations or presentations to groups and explaining digital concepts clearly to non-specialist audiences.
- High level of digital literacy and confidence using a range of digital tools to support learning and collaboration, for example Microsoft 365 and Teams.
- Ability to support users to build confidence in digital working and adapt to new and emerging technologies, including AI-enabled tools.
- Ability to develop clear, engaging and accessible digital learning materials and resources.
- Strong stakeholder engagement and influencing skills, with the ability to build effective working relationships with a wide range of colleagues and senior stakeholders.
- Ability to manage competing demands, work at pace and maintain quality when priorities change.
- Ability to work collaboratively across teams and contribute flexibly to wider service priorities.
- Understanding of accessibility and inclusive practice in digital learning and training delivery.
Desirable Knowledge, Experience and Skills
- Experience of creating e-learning content using authoring tools such as Articulate Rise or similar.
- Experience of designing or delivering learning relating to Microsoft 365, Copilot Chat or other AI-enabled tools.
- Experience of filming, editing or supporting video and digital content production using tools such as Final Cut Pro or similar.
- Understanding of adult learning principles and how to apply them in digital skills training.
- Experience of working with Judicial Office Holders or knowledge of the judiciary or wider justice system.

Assessment process at interview
At interview, candidates will be assessed against the behaviours listed above, strengths, and a presentation exercise.
- As part of the interview, candidates will be required to deliver a 10-minute introductory training session to the panel on “Getting started with prompting in Copilot Chat”.
- Candidates should treat the panel as an audience of Judicial Office Holders who are complete beginners and have little or no practical experience of using Copilot Chat.
- The exercise will assess the candidate’s ability to deliver digital skills training clearly and confidently, explain digital concepts to a non-specialist audience, and support users to build confidence in new and emerging technologies, including AI-enabled tools.
- Candidates may use slides if they wish, but this is optional. They will not be assessed on slide design and a live demonstration is not required.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
