About the Role
This role sits within a team driving innovation and digitisation across HR to improve efficiency, effectiveness, and user experience. The postholder will work closely with People, Finance, and Commercial functions to understand their needs and help build digital capability.
The Pathfinder Team leads the MoJ’s end-to-end delivery of an Oracle SaaS solution, currently Human Capital Management, Goals and performance and Talent Management modules, serving as a proving ground for design and test approaches that will support wider programme rollout across four Government departments (Synergy Programme). The team tests and refines processes, capabilities, and ways of working to enable successful SaaS adoption, informing the Synergy Programme and helping to establish a scalable model for future implementations.
This role is central to modernising HR operations and requires close collaboration with key stakeholders across MoJ, agencies, public bodies, Digital, and Commercial teams, including the Synergy cluster (DWP, DEFRA and HO) to deliver innovative digital HR solutions at pace.
The Technical Specialist is responsible for technical integrations, reporting and analytics, and system security. They ensure the platform operates efficiently and securely, providing reliable insights to the organisation. The role works closely with the G7 Team Lead and SEO Functional Specialist to develop integrations and maintain seamless data flows between the SaaS product and other connected systems. They will also support the synergy team with transition of services where appropriate.
Main Activities / Responsibilities
The job holder will be required to undertake the following duties and responsibilities:
· Develop and execute test plans for new features, patches, and integrations
· Validate system performance and data accuracy following updates, migrations, and quarterly Oracle releases
· Coordinate with 3rd party specialist vendors to ensure secure, reliable, and compliant data flows
· Design and maintain reports and dashboards using OTBI and BI Publisher to support HR and business stakeholders
· Develop and manage scheduled reports, custom extracts, and ad hoc analytics
· Conduct data audits and provide reporting templates and guidance to HR users
· Manage user access, roles, and security profiles using Oracle Security Console
· Ensure access controls align with organisational policies and regulatory requirements (e.g., GDPR)
· Support onboarding and offboarding processes in coordination with IT/Identity Management
· Perform regular audits and respond to security incidents to ensure data protection
· Document technical processes, configurations, and integration designs for knowledge sharing and compliance

Management of Resources
Essential Criteria
· Ability to troubleshoot complex technical issues and manage cross-functional coordination.
· Strong attention to detail, documentation, and analytical skills.
· Understanding of data privacy and compliance requirements related to HR systems.
· Experience working in an Agile or DevOps delivery environment
Desirable Criteria
· Experience in a technical role supporting Oracle HCM Cloud or similar enterprise HR systems.
· Proficiency with HDL, HCM Extracts, OTBI, BI Publisher, Oracle Integration Cloud, and REST/SOAP APIs.
· Strong SQL skills and familiarity with XML, CSV, and data transformation principles.
· In-depth knowledge of Oracle HCM data models, especially Talent Management modules.
· Experience with Oracle's security model, roles, and data security profiles.
· Oracle HCM Cloud certifications (e.g., Reporting, Security, Integration)

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
