About the Wales Office:

The Wales Office is the face of the UK Government in Wales and the voice of Wales in Westminster. We support the Secretary of State for Wales and the Ministerial team in representing Wales at the heart of Government. About our teams:

Our teams operate across a wide range of reserved and devolved policy areas, working to identify opportunities to benefit Wales within emerging UK Government policy and acting to identify issues and resolve misunderstandings. This influence-strong brief requires a flexible approach to engagement and an excellent understanding of the bigger picture.

Team members will often be called upon to provide briefing for Ministers or senior officials and provide understanding and insight on the impact of current events on their policy areas.

Description:

We are recruiting for various roles at Grade 7 (G7) level, which may include:

  • Policy
  • Private Office
  • Communications
  • Corporate
  • Programme Management

Additional posts may become available and therefore a reserve list will be held for 12 months from which further appointments may be made.

Purpose of the Role:

The post holder will play an integral role in working with key stakeholders throughout Whitehall, delivering policy on reserved matters, whilst progressing the Secretary of State’s priorities. You will be expected to build effective relationships across Whitehall to help deliver the UK Government core missions. You will need to work at pace to often challenging deadlines with an ability to draw together different sources of information and make sense of it for busy Ministers. You will need to be proficient in keeping abreast of the latest developments within Wales and throughout the rest of the UK.

Key requirements & responsibilities could include:

  • Leading on specific policy areas aimed at kickstarting economic growth in Wales, unlocking Wales green energy potential, supporting people & public services, and ensuring that Welsh devolution works effectively for the people of Wales.
  • Providing high quality policy advice and written briefings to the Secretary of State (SoS) or the Parliamentary Under-Secretary of State (PUSS)
  • Supporting the SoS/PUSS to prepare for Parliamentary engagements such as Welsh Affairs Committee appearances and Welsh Orals sessions in the House of Commons.
  • Influencing other Government Departments across Whitehall and wider external stakeholders in Wales to ensure that Welsh interests are fully reflected in UK Government policy.
  • Highlighting opportunities and encouraging investment in Wales (including promoting Wales internationally)
  • Communicating and managing relationships with Welsh Government and other UK Government Departments.
  • Travel may be required to provide support on Ministerial visits or when attending stakeholder meetings.
  • Line management duties.

Person Specification

Essential:

  • An ability to communicate confidently with people at all levels, build rapport and influence key stakeholders.
  • The ability to plan and manage your workload, adapting quickly to changing circumstances, using initiative to solve problems.
  • Proven ability to analyse information from a wide range of sources, working accurately with good attention to detail.
  • Experience of drafting, ensuring your work is accurate, precise, and impactful.
  • Intermediate or advanced IT skills, with specific experience of using Microsoft Office suite.

Desirable:

  • Welsh Language skills.

Additional Information

The Wales Office is not an employer in its own right. Staff recruited to work at the Wales Office will be employees of the Ministry of Justice who provide employment services on our behalf.

This role requires SC level clearance.

Applicants for National Security Clearance (SC) must be resident in the UK for 5 years immediately prior to their application for Security Clearance. If you have spent significant time abroad (a total of 6 months in the past 3 years), you would be required to give a reasonable account of the reasons why.

If you do not meet the above requirement, you may still be considered for the role if, for example:

  • You have been serving overseas with HM Armed Forces or in some other official capacity as a representative of HM Government.
  • You were studying abroad.
  • You were living overseas with parents.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
