Job description

Key activities and responsibilities:

Recruitment Support and Admin

  • Establish and maintain excellent working relationships with a range of stakeholders across the business and with MoJ to share knowledge, experiences and ideas in the recruitment space.
  • Coordinate recruitment campaigns partnering with Recruitment Managers in the business for the effective management of the Oleeo process as the Subject Matter Expert (SME).
  • Coordinate and supply appropriate materials to Interview panels/candidates in an efficient and timely manner
  • Collect data on recruitment activity carried out by the team and prepare reports
  • Maintaining Staff Security Log and proactively engage with staff where clearance is due for renewal.

Learning and Development

  • Prospectus
  • Manage and apply discretion to the development, publishing and promotion of the annual JO Learning prospectus which includes (but not limited to):
    • Setting the schedule of internal L&D sessions based on evaluation of previous year’s attendance and dropout rates
    • Collaborating with facilitators and influencing key stakeholders  on the content and delivery of the sessions

Develop, evaluate and improve the annual Leadership and Management Programme including:

  • setting the content, schedule and promotion of the programme in collaboration with the Operations and Delivery Manager
  • Analysing the return on investment for the sessions being run
  • Researching and evaluating CSL products that will enhance the programme and its effectiveness
  • Providing administration support for the application process and the overall programme, and being the single point of contact for candidates, managers and delegates of the programme
  • Design, co-ordinate and deliver training packages for Interviewers and interviewees using existing products as the basis and improving on them through robust evaluation
 

Evaluation and Evaluation Matrix

  • Create and maintain statistics to report the Departments performance on mandatory training to the People Services Lead and senior leadership team and JOMB.

Finance:

  • Management, assurance and reporting of the L&D budget including assurance checks on purchase orders
  • Raising PRFs for approved training activity
  • Manage me the  financial control process for  training and supporting staff to put together business cases that are fit for purpose. Working in partnership with the business to promote the approved route for accessing paid for training.
  • Check daily transaction report for L&D budget including suspense account for any discrepancies and investigating/ actioning any issues or unexpected costs
  • Logging of R&R nominations and reconciliation of the R&R budget
  • Monitoring requests for DSE  specialist equipment ensuring appropriate procedures have been followed and  collaborating with e business areas and the Accommodation team on  spend.

Quarterly Assurance Panel co-ordination

Responsible for coordinating QAP meetings for JOMB and SLT Discussions including:

o   Commission returns from Deputy Directors and nominated G6/G7’s across the business

o   Collate and Consolidate the QAP data from submitted returns, package and send to JOMB with dashboards on completion rates, areas of concern and headline points to be discussed during the meetings.

o   Use discretion and evidence to amend the QAP process and forms where appropriate

Wider Responsibilities

  • Responsible for management and ongoing development of the JO Managers Resource hub researching most effective products, content and wider policy issues that need to be included in the overall product making sure it is up to date.
  • Monitor the L&D and R&R team’s mailbox’s for requests received and respond to requests for advice promptly including triaging requests and organise meetings where necessary to discuss implementation or adjustments required.
  • Reviewing the L&D offer as a whole, In consultation with the head of people services,  in relation to ROI r and complete agreed actions escalating where appropriate[YA(O1] .

Engagement/liaison 

  • Minute taking and diary management for L&D SPOC community 
  • Minute taking and diary management for Coaching and Mentoring community
  • Partnering with the Internal Communications team, regularly review and update intranet guidance to reflect the departments current L&D priorities, how we are supporting staff/managers in this area and general L&D operating model; organise promotional events for the L&D arm of the team; and develop and create survey forms to capture user experiences[YA(O2] .

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
