The Role
We’re recruiting for a Head of Digital Talent Acquisition & Engagement here at Justice Digital, to be part of our warm and collaborative Strategy & Operations team.
This role aligns against Service Owner from the Government Digital and Data Framework
As the head of a pivotal function, you will oversee the end-to-end service line, from talent acquisition to strategic workforce planning and successful onboarding of new joiners. You will play a strategic role, ensuring the service line is seamlessly integrated, efficient, and continuously improved to meet evolving business needs.
You will operate at scale and provide the connection between multidisciplinary business areas and stakeholders. You will be responsible for the successful operation of your service, ensuring that it is in line with Justice Digital’s mission and contributes to the overall goals of the Ministry of Justice. Your work will directly communicate and liaise with internal stakeholders at all levels of the organisation and with external partners.

Key Responsibilities:

Owning and leading the strategic direction for recruitment, workforce planning, onboarding and communications and engagement across Justice Digital.

Lead the Recruitment & Engagement team providing clear direction to support them to deliver a strategy that supports Justice Digitals and the MoJ’s business objectives and ensure staff feel empowered, connected and understand the part they play in the departments success.

Operating at scale to manage the end-to-end service line, ensuring that necessary business processes are followed.

Establishing strong strategic relationships with internal stakeholders, external partners, and suppliers, acting as an escalation point for delivery teams and ensure consistent and joined up internal and external communications.

Communicating the benefits and performance of your service to internal and external stakeholders.

Proactively identifying opportunities for service improvements and implementing changes in collaboration with the respective teams. Ensuring teams consistently deliver high quality work by quality assuring and evaluating effectiveness.

Managing operational issues and championing operational management across the community.

Developing a long-term vision and objectives for the service, ensuring they align with the strategic goals of Justice Digital and the Ministry of Justice.

Facilitating collaboration between your team and other teams within Justice Digital to drive targeted enablement and adoption efforts and engagement.

Advocating for user focus, ensuring the service meets users' needs across various channels.

Ensuring that resourcing activities comply with legislative, regulatory, and Ministry of Justice requirements.

Partnering with product delivery managers to develop consumer-based, integrated enablement plans for new capabilities.

Anticipating problems and building problem-solving capabilities within your team to deal with them proactively.

Person Specification
Essential
-
A proven and resilient leader with a track record of delivering a high-volume digital and technology recruitment function within a complex organisation and able to provide motivational leadership to the team.
-
Expert-level strategic ownership: you develop a long-term vision and objectives and take a discerning and disciplined approach to focus on what is most relevant.
-
Expert-level operational management: you make operations efficient, act as the escalation point for major operational issues and work closely with leaders of delivery teams in Government Digital and Data.
-
Expert-level problem management: you anticipate and defend against problems at the right time by understanding how the problem fits into the larger picture and building problem-solving capabilities in others.
-
User focus. Gives direction on which tools or methods to use. Is experienced in meeting the needs of users across a variety of channels. Able to bring insight and expertise in how user needs have changed over time to ensure these are met by the business. Applies strategic thinking in how to provide the best service for the end user.

Qualification or expert-level experience in Agile project management.

Expert knowledge of recruitment technology, civil service recruitment principles, HR policies, and pay structures and the ability to ensure these are integrated into all aspects of the recruitment service.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
