Product Transformation Delivery Manager (up to 2 posts)
Grade 7
The Strategy and Transformation Directorate is recruiting on a 12-month Loan (with the possibility of extension and/or permanency) for two Grade 7 Product Transformation Delivery Manager. This campaign is open to current civil servants on level transfer and suitable candidates on promotion.

Salary
Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.

This role sits within the Service Strategy & Transformation Directorate. We are responsible for:
- Working across the Service Transformation Group (with Justice Digital, the Legal Aid Agency, Office of the Public Guardian and the Criminal Injuries Compensation Authority), to understand and drive collaboration on current transformation and digital plans
- Supporting digital development and innovation to enhance the victim experience throughout the criminal justice (CJ) process, implement recommendations from the Independent Sentencing Review and support probation workers in His Majesty’s Prison and Probation Service (HMPPS)
- Identifying, encouraging and delivering new ways of working, acting as a critical friend to delivery partners and collaborating with a wider range of stakeholders to improve experiences for those in the CJ system.
- Identifying cross-cutting transformation opportunities across the Ministry of Justice that can drive cutting-edge digital delivery, user experience, efficiencies and delivery of policy goals
- Baselining and supporting performance and prioritisation across the Service Transformation Group
- Bringing together all areas of the Group to collectively create a clear and compelling narrative for delivery over the next 3-5 years.
- Engaging across the Ministry of Justice and its agencies to gain buy-in and support for our initiatives.
- Supporting the Director General for Service Transformation with strategic and analytical activity.
Product Transformation Delivery Manager - the role
We are recruiting a Product Transformation Delivery Manager to play a pivotal role in delivering ExCo’s transformation priorities. This role is central to turning strategic intent into tangible outcomes — taking high-level priorities and shaping them into clear, actionable programmes of work that deliver measurable value.
Working to the Product Strategy and Transformation Delivery Lead, you will bridge the gap between strategy, product thinking and delivery execution. We are looking for someone who brings strong analytical and problem-solving skills, is comfortable working with ambiguity, and can translate insight into well-designed solutions that work in practice.
This is a role for a strategic thinker who thrives on making change real, embedding new ways of working, and ensuring that transformation is adopted and sustained across the organisation. You will be required to communicate and build strong relationships with a range of stakeholders across the organisation and external networks and be able to influence key decision makers.
As a Product Transformation Delivery Manager, you will support our pathfinders and product transformation, and ensure that new processes, tools and services become part of business-as-usual. You will lead multidisciplinary teams, influence senior leaders, collaborate with frontline colleagues, and champion user-centred, data-driven decision-making.
These roles are not part of the GDD Product or Delivery Profession structure. They are transformation-focussed roles within SS&T, designed to support pathfinders and the PoM work across Service Transformation Group
Key Responsibilities
- Translate strategy into delivery: Shaping clear problem statements, outcomes and product-aligned roadmaps, ensuring work is grounded in evidence and organisational priorities.
- Leadership of complex transformation initiatives: Setting vision and delivery approach, and coordinating multidisciplinary teams across policy, digital, operations and commercial functions.
- Embed modern product and delivery practices: Coaching teams in agile, user-centred, iterative ways of working and promoting continuous discovery and improvement.
- Drive insight-led design: Use data, user research and operational insight to validate assumptions, shape solutions and ensure they are scalable and impactful.
- Influence and lead change: Build strong relationships across MoJ frontline operations and wider external networks, securing buy-in, and ensuring solutions are embedded into business-as-usual.
- Build capability and measure impact: Coach across a range of professions, promoting a learning culture, and using qualitative and quantitative evidence to demonstrate value.
Skills and Experience
Essential:
- Proven ability to translate strategy into clear problem statements, prioritised roadmaps and actionable delivery plans.
- Strong analytical and problem-solving skills, with the ability to use data, insight and strategic thinking to drive decisions.
- Experience leading transformational change through multi-disciplinary teams, influencing across policy, operations, digital and senior leadership.
- Strong stakeholder management and communication skills, with the ability to articulate complex issues, create alignment and secure buy-in.
- Practical experience applying agile, iterative or continuous improvement methodologies to deliver measurable outcomes.
- Ability to design, embed and scale new ways of working — not just propose or pilot them and comfortable working in ambiguity, providing clarity, structure and direction in fast-moving or complex environments.
Desirable:
- Understanding of digital delivery, product management, and service design principles.
- Experience embedding change in operational or frontline contexts, ensuring solutions are practical and sustainable.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
