Overview

The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best.  We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently.  Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ).  The MoJ Property Directorate brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies. 

MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability.  We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams.  We are responsible for a great deal - our portfolio consists of properties valued at £8.5bn for the MoJ alone.  We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and also encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate.

We continue to deliver new ways of working across our portfolio – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing more dynamic and flexible workspace, while driving down the cost of the estate.

Team Overview

This role will support the Facilities Management (FM) Technical workstream within the Property Transformation Programme (PTP).

 

The FM Technical workstream team have written the technical specifications for the new PTP contracts. They have a broad range of knowledge on FM across the MoJ and specifically on these documents. The team are now involved in the evaluation periods for WSM and will shortly be evaluating TFM bids as well. These periods will be complete in May for WSM and June for TFM after which the team will move into the mobilisation workstream, using their expert knowledge to support the implementation of the new TFM and WSM contracts.

 

There are other areas of work that are the responsibility of FM Technical now and during pre-mobilisation that require resourcing that is currently unavailable. These include, but are not limited to: service matrix review and ongoing updates; day one change process development and ongoing log; reviewing CAFM and CDE documentation from the Digital and Data team; collation of assumptions for data and specifications; and support with business change activities such as process mapping. There is also likely to be additional work on negotiation of the contracts.

 

This role is to support the Day One Changes activity particularly phase 1 to support readiness. We require support in development the Day One Change process with BAU, working with BAU to understand the volume and content of Day One Changes, defining the contract changes for PTP, working with data team and BAU to obtain data sets to supplement the Day One Change process. Working with finance colleagues to cost the Day One Changes for inclusion in the FBC. Progress updates to TLT / SLT and developing a Day One Change progress tracker etc. In addition, they may be called on to support FM specialist input in the mobilisation activities and wider programme activities.

Job Description, Duties and Responsibilities

Responsibilities will include the following:

  • Applying FM skills, knowledge, and experience supporting delivery of programme objectives and meeting programme milestones.
  • Work closely and flexibly with other PTP workstreams, to support each stage of the PTP, including procurement activities, evaluation and mobilisation and post mobilisation.
  • Act as a FM specialist point of contact for the BAU FM Team to provide information and draw on their knowledge and experience to detail the new service specifications and requirements.
  • Support and lead Day One Change activity.
  • Supporting design of and leading on stakeholder engagement sessions to understand service requirements meeting business needs while delivering a safe and compliant estate.
  • Drafting, testing and reviewing of documentation including drafting of service specifications, development of technical standards in FM services plus enabling functions.
  • Ensure requirements are aligned to the FM strategy.
  • Supporting mobilisation planning and activities, ensuring smooth transition and implementation of contract requirements.
  • Engage with cross-programme meetings and tasks, including weekly check point meetings and broader governance meetings.

Knowledge in Facilities Management is expected.

Ability to work independently.

Government Property Profession (GPP) Technical Skills

This role sits within the MoJ Property Directorate and is part of the Government Property Function aligned with the Government Property Profession.

The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours
