Organisational Overview
The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.
OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Team Overview
The Office of the Public Guardian (OPG) is seeking to recruit a HEO Performance and Management Information Analyst to join our Data and Performance Team, a growing and multidisciplinary team which sits in our Strategy & Central Services Directorate. We are looking at how we can improve Performance reporting and the presentation of the Balanced Scorecard, review the OPG Performance framework and the KPIs we report on, improve the quality of the performance data we use and automate data to make the process efficient. Our ambition is to deliver performance reporting that enables the Board to be able to track performance and trends, understand the outlook and trajectory, support decision making, drive efficiency and value for money and help us
understand our customer needs to deliver improved services. Within the wider team, we are implementing the OPG data strategy to grow OPG’s data capability, improving access, management and application of data to support timely decision making.
Duties and Responsibilities
- Producing regular performance reports and dashboards by analysing data to create compelling evidence-based and actionable data stories to inform senior stakeholders and improve OPG Performance.
- Setting up performance management frameworks including key performance indicators (KPIs), building dashboards and providing in depth reports to communicate key metrics.
- Develop and leverage data insights through innovative analysis, producing interactive dashboards to identify trends and inform OPG service improvements.
- You will have ownership of Guidance Technical Notes for Key Performance Indicators and associated metrics to provide assurance and governance to OPG data. Promoting adherence to and ensuring GTN’s are up-to-date to increase quality and assurance of performance data in OPG.
- You will develop analytical dashboards and reports using the MoJ Analytical Platform and OPG databases to serve business purposes aligned to OPG strategic objectives (e.g. to answer Ministerial questions, address FOI requests and central reporting into the department).
- You will support OPG’s wider data improvement projects including quality assuring business MI for accuracy, progressing data quality action plans and working with others to address data issues at source wherever possible.
- You will have line management of an EO
- Other tasks and responsibilities commensurate to grade.

This is a full-time post. However, requests for flexible, part-time working and job share will be considered, always considering the operational needs of the Department.
Skills & Qualifications
Essential Skills
- To have a good working knowledge of Microsoft Word, PowerPoint and Excel Software
- Experience using Power BI or similar tools to create impactful data visualisations and reports
- Strong analytical and interpretation skills with a sound ability to analyse, interpret and utilise data
- Excellent stakeholder engagement skills and the ability to present your work, whether dashboards, presentations or reports to senior leaders.
Desirable Skills
- Previous experience of working in an analytical role.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
