Job description

The Security and Information Directorate (SID) is part of the Service Transformation Group. The Group oversees the building of a strategic vision for modernising and digitising our legacy systems, generating a coordinated plan across the MoJ and its agencies for transformation, and tracking delivery of this transformation.

Security and information management are fundamental building blocks of enabling the department to deliver. We have highly skilled experts working collaboratively with the department, Government Security Group, Government Knowledge and Information Management profession and other partners to enable the whole of the MoJ to function securely, lawfully and transparently.

We identify, manage, and mitigate MoJ’s security, data protection and information risks, and provide assurance against those risks. We’re also home to the Counter Fraud Centre of Expertise. Part of our mission is to up-skill the department so that security becomes second nature to our people and partners.

This role is based within the SID Director’s Office. The SID Director’s Office works across the SID to provide high quality support and business management to the MoJ’s Chief Security Officer (CSO) and her directorate. You will be a key team member of the Director’s Office, taking a leading role on business management across the directorate.

We need a goal-orientated problem solver who is confident, resilient and can lead with purpose and commitment to deliver a diverse range of activities. You will be required to manage and oversee a wide range of tasks that are often urgent, complex and sensitive. You will act as the key interface between the CSO’s Head of Office, the senior management team within SID and all staff in the directorate on a wide range of issues.

You will be working in a fast-paced environment and need to be flexible and responsive to changing priorities with excellent organisational and concise communication skills. You will be the subject expert in the business management area, demonstrating considerable knowledge and a full understanding in navigating the processes. You will routinely be presented with different problems, but you will be proactive in finding solutions to them all.

You will have the ability to work independently and proactively, and also work collaboratively with the team. You will need to exercise sound judgement and will have considerable scope for discretion in interpreting and applying SID’s rules and policies, continually looking at methods to review and improve systems. You will be a great team player, a role model of civil service values and have an open, friendly, and supportive approach.

Responsibilities

  • Work with SID leadership team to ensure there is an evidence-based workforce tracker to provide data pertaining to decisions around the current workforce and future requirements, identifying gaps in skills, talent and succession planning.
  • Provide advice and guidance to the directorate on people-related processes and systems including business case development, recruitment and selection, induction and performance management.
  • Own and develop the business case and recruitment guidance/templates for SID staff, regularly running teach-in workshops for new and existing SID staff.
  • Work with SID colleagues and the Finance Business Partner to support strategic monthly and annual financial assurance, governance and reporting.
  • Work with the SID Engagement and Capability Officer to ensure SID staff understand what resources are available for their Learning and Development, and track Learning and Development across SID on a quarterly basis.
  • Lead the coordination activities required across the Directorate to ensure business and finance management tasks are completed to required standards, to high quality and on time e.g., invoicing, purchase orders.
  • Support the design, preparation and production of materials required for relevant SID meetings and submissions, such the People Senior Management Team SID meeting.
  • Support the CSO with adhoc people matters that are complex, sensitive and confidential in nature.
  • Administer, organise and maintain systems and procedural changes resulting from new and revised MoJ policies and procedures, such as the keyholder process.
  • Own the induction process; this includes developing the SID induction pack and coordinating with the CSO’s diary manager in running introductory sessions with new staff.
  • Take line management responsibility for the Business Support Officer, supporting them in their role and learning and development needs.
  • Take opportunities to learn and develop your career by undertaking a variety of project work on behalf of the Director’s Office and Portfolio Team.

Essential skills and experience

  • Building relationships easily with people at all levels and engaging with other functions and agencies in a complex organisation
  • Organised and efficient, prioritising effectively and delivering at pace
  • Strong communication skills.
  • Experienced in, or the ability to quickly develop knowledge of the Security industry with a focus on capability, people and recruitment.
  • Ability to understand the strategic drivers in your area, and ensure you are working towards organisational priorities. Understand how the work of your team creates value and meets the needs of the business.

Desirable skills and experience

  • Recruitment experience: demonstrable full cycle recruitment experience, recruiting people either on a permanent or temporary basis. You will have worked with both hiring managers and candidates to deliver hiring outcomes.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
