About HMCTS
HM Courts and Tribunals Service (HMCTS) is an executive agency of the Ministry of Justice. It uniquely operates based on a partnership between the Lord Chancellor, the Lord Chief Justice and the Senior President of Tribunals (the ‘Principals’). It currently has around 16,000 staff, operating from around 350 locations with a gross annual budget of c£1.6 billion. It handles more than 2 million criminal cases, 1.8 million civil claims, more than 150,000 family law disputes and almost 800,000 tribunal cases annually.
In 2016 HMCTS embarked on a challenging reform programme with the vision to upgrade our justice system so that it works even better for everyone, from judges and legal professionals, to witnesses, litigants, and the vulnerable victims of crime. This will help to ensure access to justice for all, as well as to consolidate the UK’s position at the forefront of an increasingly competitive international legal market. To support this transformation, HMCTS published its Data Strategy in 2021, setting out its ambitions to become a truly data-driven organisation.
About the role
Main purpose of the role:
HMCTS is introducing a Data Quality Project Manager which will assess data quality across the organisation and improve accuracy and reliability across critical data metrics. This aligns with our increasing organisational reliance on digital platforms and data. The objective of this work is to see a consistent improvement in data quality across all HMCTS services and implement a robust, industry-standard approach to maintaining long-term data integrity so that HMCTS data can inform decision-making.
In this position, you will provide project management support to a team conducting data quality reviews across all HMCTS services in a prioritised and efficient manner. You will work with colleagues within the Data Quality team to plan data quality activities across multiple teams across HMCTS, including Data, Analysis and Insight, Operational teams, Service teams, and Digital Technology Services. You will assess progress across the Data Quality programme and produce reports documenting this progress for senior leaders. These reports will be used to inform key operational decisions to decide the future direction of the programme. A key part of your role will be building strong relationships with key stakeholders across HMCTS to ensure progress is effectively reported and communicated. Strong written and verbal communication will allow you to synthesise complex information for your audiences and communicate these in a way that influence colleagues to promptly take action to achieve the goals of the programme.
This is an exciting and challenging role where you will plan and monitor multiple projects simultaneously, build connections with a range of colleagues across HMCTS and MoJ, and deliver at pace, while effectively managing stakeholder expectations. You will report to the Heads of Data Quality who will lead the Data Quality Team.
Key responsibilities of the role
The key responsibilities of the role are to:
Project manage the HMCTS Data Quality Programme:
- Create and document multiple Service-level plans for the Data Quality Programme which includes the development of key milestones and deliverables, the identification of risks and mitigations and timelines for delivery. Plans must account for the strategic objectives for the programme.
- Present plans to the DQ Lead and wider DQ team for discussion and approval before setting plans in motion.
- Ensuring day-to-day project management is undertaken in-line with industry best practice. Maintain responsibility for designing project structure, determining delivery methodologies and implementation of project controls.
- Manage stakeholders to ensure they feed into project management milestones
- Work with DQ Management to periodically undertake stakeholder mapping exercises as the programme progresses through different areas of the organisation to ensure all relevant stakeholders are dialled in to the project as necessary.
- Support DQ Management to communicate project management plans through the development of various communication tools (e.g. infographics, slides, blogs, etc.) that maximise impact for various targeted audiences.
- Lead the coordination and input into facilitation of regular lessons learned exercises led by the DQ Lead as the audit programme progresses to ensure best practice is identified and integrated into ways of working.

Essential
- Experience of successfully applying a range of project management principles and techniques to complex data programmes to deliver successful outcomes at pace.
- An ability to influence stakeholders to recognise the importance of your work and subsequently take action to support shared outcomes.
- Strong written communication skills to produce clear and succinct reports to different audiences.
- Experience of understanding and synthesising complex information and communicating progress and issues to lay people, preferably in the data field.
- Good organisational skills and the ability to provide valuable input into senior level meetings that discuss the views, perspectives and needs of stakeholders to inform the development and delivery of the programme.
- Ability to work both independently and as part of a team, managing own time and priorities as required.
Desired skills and experience
- Experience developing and implementing data policies across an organisation.
- Knowledge and understanding of HM Courts and Tribunals Service.

Flexible and Hybrid Working Options
HMCTS offers a flexible working system in many of its offices. Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.
Most employees within the directorate will be working a hybrid pattern, spending 60% of their week in an office.
Job Sharing and Reduced Hours
All applications for job sharing or reduced hours will be treated fairly and, on a case,-by-case basis in accordance with the MoJ’s flexible working policy and equality policy.
Excess Fares and Relocation Allowances
This job is not eligible for relocation allowances, but excess fares may be considered in accordance with MoJ’s excess fares allowance policy.
Location of Post
The successful candidate/s will be required to travel to other HMCTS across the country regularly, however base location can be flexible. In line with the department’s policies, travel, and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
