About the role
HMCTS HR (Human Resources) is at the very core of our HMCTS learning programs - supporting HMCTS colleagues as the organisation transforms.
This role sits with the HR Learning & Development function – our learning & development team. We provide the learning and development for all HMCTS employees, whether that is bespoke learning specifically for our business, apprenticeships/professional qualifications or access to cross-government learning.
This role will be key to us continuing engaging with all key stakeholders across CFT and Crime and ensuring we are creating a viable learning solution via a blended approach for all Jurisdictions, Leadership and Management and business skills solutions. This is a rewarding, challenging and fast-paced role.
In your role as Learning Design Manager, you will manage and plan the workload of a team which is responsible for developing and maintaining the full range of learning and development products across HMCTS, providing excellent accessible and inclusive customer service to all stakeholders, and contributing to the success of our People and Culture Strategy.
You will be integral in leading, developing, organising and role modelling our values, building excellent working relationships, and creating a positive and inclusive working environment.
You will focus on confidence and capability, ensuring the team are fully skilled to meet their work objectives, effectively managing both team and individual performance.
You will work closely with colleagues across the L&D team and the wider stakeholder network to provide a joined-up service, using the team’s subject matter expertise and data and insight from key stakeholders to shape and influence the learning offer and the delivery method, ensuring the learning needs of HMCTS are met in a timely and effective manner.
Your role as the Learning Design Manager encompasses several key aspects (but not limited to):
Team Leadership
- Provide direction and support to our Design officers, leading by example and role modelling excellent behaviours.
- Delegate tasks and responsibilities ensuring a high level of performance, align team activities to our strategic objectives and the People and Culture strategy.
- Actively commit to our HMCTS PID and engagement activities, giving time to each team member to celebrate success and support where needed, working together to plan, co-ordinate and organise relevant learning and development to build capability and confidence.
- Support and coach the team to improve their performance and professional capabilities and to regularly assess the performance of the individuals in the team through observation and monitoring evaluation feedback
- Ensure that performance management and reward & recognition systems are utilised effectively throughout area of responsibility, ensuring consistent standards through benchmarking, and encouraging and rewarding good ideas and creativity.
- Identify staff potential and develop in line with business and individual needs.
- Effectively manage both team and individual performance, addressing any issues as they arise, in line with HR policy.
- Be responsible for health and safety issues for the team and their immediate working environment.
- Provide opportunities for the team to practice and develop their skills and keep their business knowledge up to date.
Design Management
- Use learning and development expertise to recommend most effective design/delivery options.
- Ensure that any issues identified in specific training content and all learning materials are maintained and updated with changes to processes or practice
- Attend meetings as required to promote the work of the team, providing reports on performance or to meet any other ad-hoc requests as appropriate to establish and maintain the profile of the team within the wider organisation
- Liaise with the Learning & Development project lead in implementing the development strategy and learning plans needed to provide HMCTS with the people and business capabilities it requires to deliver the services expected by its users
- Liaise with Regional Business L&D Leads to ensure training needs are being met and that the service delivery to users is achieving the expected standards
- Ensure that the team are evaluating all learning delivered and feeding this data back to the centre to inform our planning and reporting.
- To be accountable for all day-to-day queries regarding the team and the corporate training plan, escalating up the leadership chain when appropriate
- Engage with Programme Directors and key stakeholders to provide updates and understand future demand/ priorities.

· Work flexibly to undertake any other duties reasonably requested across the wider HR function, aligned to the grade and level of responsibility of this post. Who are we looking for? (Person Specification)
The ideal candidate for this position should demonstrate:
Essential
- Excellent leadership and people management skills, ability to act as a strong role model for the team - demonstrating resilience to change, supporting new cultures and ways of working, effective workload management and personal development
- Accomplished communicator with strong stakeholder/relationship management skills, with a successful track record of building and maintaining high-quality working relationships across multiple groups.
- Flexible approach to workload, with the aptitude to deliver effectively at pace whilst balancing competing priorities and ultimately taking responsibility for delivering expected results to a high standard.
- Confident across the Microsoft Office suite (Excel, Word, Outlook and PowerPoint) and a good understanding of Microsoft Teams
- Knowledge of, or willingness to learn, HMCTS policies and people management processes for trainers under their leadership, including performance management, attendance management, grievance and disciplinary policies - to ensure compliance and team effectiveness.
- Business-specific knowledge (or willingness to learn) - to be able to coach and advise trainers on improvement in specific business areas and maintain focus on service user’s need with a keen interest in leadership and management training and management development.
Desirable
- CIPD qualification (or a willingness to work towards obtaining this via an Apprenticeship) in training & L&D delivery
Further details
This is a national role; however occasional travel will be required to HMCTS sites for training and team meetings.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
