The Counter Fraud core team responsibilities are:
• Promoting the delivery of MoJ counter fraud strategy and the management of fraud, bribery, and corruption risk.
• Delivering improvement activity, including fraud risk assessment, working in partnership with diverse stakeholders.
• Supporting functions to ensure effective systems are in place to record reports of fraud, financial errors, prevented fraud and recoveries.
• Working with change programmes and projects to identify fraud risks, control measures and opportunities to implement designs that reduce the risk of fraud, bribery, and corruption.
• Developing and delivering fraud awareness and fraud risk materials and activity.
• Delivery of proactive fraud detection initiatives, including fraud loss measurement.
• Advising and supporting stakeholders on the management of fraud investigations and appropriate resolution outcomes.
• Maximising the use of data and data analytics to combat fraud.
The job holder will support the HQ Counter Fraud team in the delivery of MoJ strategy and our compliance with Government Functional Standards (GovS 013).
The job holder will report to an SEO Counter Fraud Lead and currently will have no line management responsibilities, but this could change in any future team reorganisation. The job holder will be part of a wider analytical community, working closely with other data analysts, data scientists and data engineers in the Data and Analysis Directorates for analytical support and guidance.
Due to the nature of information being handled, the role requires SC national security clearance.
• Managing, streamlining, and improving the quarterly fraud performance reporting process including building data pipelines to collate, analyse, and present quarterly management information returns.
• Leading on proactive fraud detection activities, using R and Python to produce advanced analytics and statistics, and proactively identifying areas of concern by understanding counter fraud objectives and compliance standards.
• Having a good understanding of how to keep data safe and how to use it ethically, adhering to data protection principles and regulations and ensuring data processes are well documented.
• Identifying and agreeing suitable metrics to measure the success of activities and outcomes whilst coordinating oversight of Action Plans to the senior team and business stakeholders.
• Working as business partner to MoJ Executive Agencies and Arm’s Length Bodies and collaborating closely with them to gather data needs and analysis gaps.
• Helping to raise counter fraud awareness through generic and targeted communications activities, together with the development and delivery of awareness initiatives.
• Co-ordinating referrals of suspected fraud for onward investigation where required.
• Integrate modern technologies, identifying opportunities to use advanced analytics, data science, natural language processing and AI, to advance capabilities and reduce manual tasks to help with counter fraud activities.
• Develop and leverage data insights through innovative analysis, producing interactive dashboards to identify trends and inform future improvements.
Essential skills / experience
• Experience using software such as SQL, R and Python.
• Information Technology – competent across core Microsoft Office products
• Experience using large, complex datasets and ensuring they are fit for analytical use.
• Strong Analytical ability – experience of using advanced analytical/statistical techniques to analyse and critique data, adopting good quality assurance principles and an ability to analyse data and draw sound inferences from it.
• Strong written and oral communication and interpersonal skills and the ability to explain complex technical data and analytical concepts and practices to non-technical stakeholders, including senior leaders.
• Experience of working with personal and sensitive data including proven experience in designing and implementing data systems aligned with regulatory requirements (e.g., GDPR).
• Experience using Power BI or similar tools to create impactful data visualisations and reports.
• Strong organisational skills and ability to lead, plan, prioritise and deliver a portfolio of work with changing environments, challenging, and competing timelines, whilst ensuring effective quality control and good project management.
• Ability to work collaboratively with the business and stakeholders, managing expectations over time, dealing constructively with challenges and where appropriate adapting the analytical or data programme when requirements and circumstances change.
• Ability to act on own initiative and understanding of when to involve others or refer upwards.
Desirable skills / experience
• Experience in undertaking Fraud Loss Measurement.

Working level – Communicating between the technical and non-technical
Working level – Data quality assurance, validation, and linkage
Working level – Data visualisation
1. Existing analysts from all professions (GORS/GSS/GSR/GES/GDD) either on level transfer or on promotion.
2. Other candidates that are not members of GSS, GORS, GSR, GES or GDD professions but possess and can demonstrate similar experience at the appropriate level.
Minimum requirements to apply:
HEO grade must meet at least one of the following:
1. You possess a numerate degree or a degree that has an analytical, statistical or research element, with a 2:2 or above, or as a higher degree (e.g. MSc, PhD).
2. Alternatively, you have significant experience evidencing use of data and/or analytical skills (outside of a part-completed Civil Service degree apprenticeship).
▪ All candidates are subject to security and identity checks prior to taking up post.
▪ All external candidates are subject to a minimum of 6 months’ probation. Internal candidates are subject to probation if they have not already served a probationary period within MoJ.
Shortlisted candidates will be invited to attend a panel interview and will be requested to deliver a 10-minute presentation with supporting slides to demonstrate their technical and data analyst skills as per the ‘Technical criteria’, plus have the success profiles interview.
The highest scoring candidate that passes the interview will be offered the role. The whole process can take up to a month.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

Redeployment Interview Scheme
Civil Service departments are expected to explore redeployment opportunities before making an individual redundant. The MoJ is committed, as part of the Redeployment Interview Scheme, to providing opportunities to those who are 'at risk of redundancy'.
