Criminal Justice System Dataset Delivery Manager 

Location: National  

Closing Date: 2nd June 2025

Grade: SEO 

(MoJ candidates who are on a specialist grade, will be able to retain this grade on lateral transfer)

The Role 

We’re recruiting for a Criminal Justice System Dataset Delivery Manager here at the Ministry of Justice, to be part of our warm and collaborative Criminal Justice System Data Improvement Programme team. 


About the Team 

The CJS Data Improvement Programme is a joint initiative led by the Ministry of Justice and Home Office, in close partnership with the Crown Prosecution Service, to transform how we use data across the criminal justice system. In the short term, we are creating new tools and ways of working that will help join up data between different parts of the CJS, making it easier to understand how individuals flow through the system from offence through to sentencing, prison, and probation. This will help decision-makers across the system make better informed and evidenced choices about policies and services. Our long-term vision is to work with CJS stakeholders to shape an ambitious future strategy for CJS data.

Key Responsibilities: 

You will be responsible for the delivery of the cross-Criminal Justice System (CJS) dataset. This dataset is a flagship initiative with senior interest, and offers the opportunity to demonstrate strategic delivery, and build relationships across departmental boundaries. An alpha test phase of the dataset already exists and some initial analysis and insights have been produced. You will be responsible for concluding this phase, and then you will contribute to the planning and design of the beta phase, which is currently underway. This will involve: 
 

  • Shaping and refining requirements for the cross-CJS dataset by working collaboratively with data science, analytical, and policy teams 

  • Leading the delivery of these requirements through effective project management 

  • Providing regular briefings and presentations on the cross-CJS dataset to a range of audiences, including senior leaders and cross-CJS stakeholders 

  • Supporting the documentation and sharing of key outputs from the cross-CJS dataset 

  • Proactively identifying and managing delivery risks, maintaining risk registers and other core project management documents 


Person Specification 
Essential criteria
  • Proven ability to confidently and independently deliver data or technology-related projects 

  • Proven ability to build cross-organisational relationships, including managing diverse stakeholders to foster collaboration  

  • Strong data literacy, supported by experience working in data or technology  

  • Experience gathering and defining project requirements through stakeholder engagement and analysis of user needs 

  • Experience influencing and delivering the strategic direction of work  

  • Have experience and confidence in presenting and communicating with both senior and technical audiences, both written and orally

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
