Job description

This is an exciting opportunity to join the Performance, Assurance and Risk group (PAR) as an Operational Assurance Manager in the Custodial Assurance Team. 

This is a temporary 2 year position to deliver custodial assurance audits such as Safety Audit, OMiC Key Work Audit and a Purposeful Activity Audit across the prison estate in England and Wales. As this is a temporary position, please seek approval from your line manager that you will be released should you be successful in this campaign. To note you will remain on your substantive T+C's while on loan (including any allowances).

The PAR (Custody) team provides assurance on a range of critical operational practices and procedures within the prison environment. These audits provide assurance and protection to the regional teams as well as HMPPS central management in the core role of prisons, including security, safety, purposeful activity, and decency.

Operational Assurance Managers are accountable to the Operational Assurance Leads (OALs) who manage the work of the team. You may be based at any HMPPS location, however; the role will require regular frequent travel to prisons and young offender institutions across England and Wales with overnight stays and travel to London and other HMPPS and MoJ locations.

Summary of the role

As an Operational Assurance Manager, you will use assurance methodology to assess the delivery and compliance with policy in prisons and youth custody to strengthen learning across the estate, promote effective practice and improve the services provided. 

You will work closely with colleagues in prison establishments, regions, youth custodial sites and in policy. This is an interesting and exciting role within PAR which will allow the post holder to develop a wide-ranging understanding of key operational practice and processes that support quality outcomes for prisoners and children and young people in secure care. The post provides the opportunity for you to lead on specific subject matters for the team such as HMiP, Education and OMiC, and to improve existing assurance products and develop new ones.

We are therefore looking for a manager with excellent oral and written communication skills, integrity, the ability to make evidence-based judgements about operational delivery and produce high quality reports.  They will need to be able to work collaboratively with a wide range of people and as well as working as a team member, be able to lead teams of auditors.  A flexible and confident approach is required as well as the ability to overcome obstacles to deliver high quality work that can withstand challenge, often working at pace.  Knowledge and/or experience of the delivery of offender services in custody would be desirable.

This campaign is taking part in a research study testing feasibility of using Questions in Advance (QiA) to aid greater inclusivity of neurodiverse people.  We want to explore how receiving interview questions in advance may influence interview performance and perspectives of candidates and interviewers.

If invited to interview you will be sent lead questions for any Behaviours, Experience or Technical questions asked during the interview five calendar days in advance of interview.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.
