This is a senior leadership role, responsible for the oversight and delivery against the future estate strategy within YCS. Reporting to the Head of Relationship Management and working within the Transformation and Project Delivery function of YCS, you will be part of an exciting period of change as we develop and deliver a strategy for youth custody which includes transformation of the estate. This programme of work forms an essential strand of change within that strategic activity and will ensure that the YCS maintains essential secure capacity for some of the most vulnerable children in society.
In the longer term, our vision is that more children will be placed in accommodation consisting of smaller units, closer to home and with high staff to child ratios - aligning with the evidence base of trauma-informed care that works to reduce (re)offending. This will enable us to truly embed a Child First approach and provide the right conditions for trauma-informed practice, ensuring children experience excellent standards of care. This strategy lays the necessary foundations to enable this long-term transformation.
The postholder responsibilities will contribute towards achieving this vision and involves leading on:
· Developing a new Building Reference Design (BRD) for Secure Schools/smaller custodial units
· Identifying suitable sites for potential future development
· Feasibility studies to identify sites for possible future development
· Developing design principles for future provision
· Conducting options appraisals
· Cross functional working to align the future estate strategy across the whole estate
· Working closely with commissioning colleagues focussing on the future of Oakhill and YOI’s.
The post requires working across functional boundaries within the YCS, HMPPS and MoJ (property, commercial, finance etc), with external partners and providers such as Oasis Restore Secure School and Secure Children’s Home’s. There will be close partnership working with stakeholders across Government and beyond, including, but not limited to NHSE, DfE, Local Authorities, potential providers and unions.
It's a National role that will require travel.
Desirable criteria
The post holder will work closely with the Medium Supply Team in HMPPS and in line with the YCS operational strategy and priorities to further develop plans to deliver change to the current YCS estate in order to meet the longer term estates strategy. It is anticipated that this project will require working at pace with significant stakeholder engagement and will therefore require someone with demonstrable complex project and programme management leadership experience.
Experience of one or more of the following will be highly desirable;
· Youth custody
· Property programmes and an understanding of the RIBA process
· Complex project management
· Commissioning youth or custodial services
· Complex stakeholder engagement

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.

-The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment. Bank, Public and Privilege Holidays
-You are entitled to 9 days (66 hours 36 minutes) in recognition of bank, public and privilege holidays. These hours are added to your annual leave allowance. There is a requirement to work some public and bank holidays subject to your shift pattern and the operational needs of the establishment
