Our Business Change Support Officers play a critical role helping deliver justice. if you’re customer focussed, intent on delivering excellent service, enthusiastic about delivering change, then this role gives you the opportunity to play a pivotal role.

About us

HM Courts & Tribunals Service (HMCTS) is responsible for the administration of criminal, civil and family courts and tribunals in England and Wales. Our roles support our service users and colleagues within HMCTS, where people and businesses access potentially life-changing justice.  We’re looking for individuals who are committed to public service and making a difference in people’s lives to deliver justice. 

About your role

Your role will support the delivery of change implementation across a portfolio of work, through proactive, close collaboration with central projects, change leads and regional operational leads, to prepare the business for the impact of the changes and safely manage and implement change. You will support the implementation and planning of change activity, using the standard toolkit and frameworks providing a bridge between the project and the business users to ensure that activities are supported and delivered to enable the business to implement the agreed change and realise the business benefits. 

Acting as a champion for change, you will support capability building using continuous improvement tools and techniques, alignment to the Government Online Skills Tool (GOST) and role modelling the use of appropriate standard change tools and templates to support standardisation and the consistent implementation and embedding of change to build the professionalisation of business change as a service.

You will be part of a flexible resource pool which will be deployed across projects in line with HMCTS priorities and demand. 

Reporting directly to the SEO Business Change Manager, you will work collaboratively across the Integrated Change function and across the organisation to deliver business change.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

About you

Are you a hands-on change agent with the ability to engage with people at all levels to effect and support the delivery of change? Are you able to reflect on an issue and take a collaborative and diplomatic approach to your work? If you do, this varied and challenging role is for you. A confident communicator, you will use your skills and abilities to effectively work and engage with all stakeholders to support delivery of change initiatives that drive the development, standardisation and professionalisation of the End-to-End Integrated change function, to help establish and embed specialist change roles across the organisation and build change capability.

Driven by your enthusiasm to provide excellent services through change and continuous improvement, you know that building and utilising effective trusted relationships and networks with stakeholders across HMCTS including Judiciary and peers and actively encouraging contributions, involvement, and feedback from a broad and diverse range of staff who will be affected by the change, to maintain an environment that engages, using their feedback and insight, is vital to drive changes and or improvements to the future design of the technology and/or business process.

Further details

The role can accommodate a hybrid approach, postholders will be subject to the current policy for hybrid working and required to work in the office for 60% of their time. Where people have reasonable adjustments, we will treat these in line with normal policies and procedures to consider what adjustments can be made.

Standard full time working hours are 37 hours per week. HMCTS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs and are agreed prior to appointment. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the MoJ’s Flexible Working policy. Please note applications for part-time working would be considered, however due to the nature of the role the minimum hours the business would accommodate is 30 hours per week over 4 days (Monday – Friday)

Occasional travel to other HMCTS sites 

For this post, travel within your assigned Region will be required to support implementation activities and occasional travel across HMCTS Regions may be required.  Where required, travel expenses will be paid in accordance with organisational policies.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
