The Role We’re recruiting for a Lead Research & Insights Support Analyst here at the Ministry of Justice, to be part of our warm and collaborative Data First: Data Mapping, Research, Academic Engagement and Communications team. Data First is MoJ’s pioneering data-linking, academic engagement and research programme which is unlocking the potential of administrative data collected across the justice system and beyond. The programme represents ADR UK’s (Administrative Data Research UK) most substantial investment across Whitehall.   Since 2019, the Data First team have linked data from across the criminal, civil and family justice systems (including the courts, prisons and probation services) to build a holistic and comprehensive picture of our users and their outcomes across the system. It is enabling new opportunities for analysis that have not been possible before, providing powerful new insights to understand what works, shape policymaking and improve outcomes. ADR UK is an investment by the Economic and Social Research Council (ESRC) which aims to facilitate the linking of data held by different parts of government and enable safe and secure access for accredited researchers, enabling more nuanced and insightful research to informing public policy.   Overall, the aims of Data First are to:
  • Improve administrative data flows, creating a robust data-linking pipeline through the justice system
  • Accelerate data-sharing and linking with other government departments
  • Enhance analytical insights to inform policy and operational decisions
  • Strengthen evidence against MoJ research priorities by facilitating academic access to deidentified datasets in a secure and ethical way
Data First is delivered by a multi-disciplinary team (comprising social researchers, statisticians, data scientists and data engineers) across Data and Analysis.   This role is one of two G7s working jointly to deliver the Data Mapping, Research, Academic Engagement and Communications workstrands, with the team also comprising two SEO and two HEO analysts. The research team sits in the Evidence and Partnerships Hub as an exemplar of how Data & Analysis is making use of innovative partnerships with research organisations and academics to maximise the value of our data and enhance the evidence base on justice services and users.   Roles are open to:  
  • Existing analysts from all professions (GORS/GSS/GSR/GES) either on level transfer or on promotion.
  • Other candidates that are not members of GSS, GORS, GSR, GES professions but possess and can demonstrate similar experience at the appropriate level. Badging opportunities will be available once in post for those who wish to apply.
Key Responsibilities   If this feels like an exciting challenge, something you are enthusiastic about, and want to join our team please read on and apply!   This is an exciting role with the opportunity to shape the direction and impact of a successful, high-profile and innovative programme of work. You will:
  • Be responsible for direct line management of at least one SEO and jointly set direction for the team, plan upcoming work and priorities.
  • Collaborate with teams across Data and Analysis, and external stakeholders, to understand the data landscape and assess what administrative data should be shared for access by external researchers; including new outputs based on Tribunals datasets.
  • Shape and oversee social research publications and statistical outputs for publication on GOV.UK, working with our embedded Academic Lead and HEO & SEO analysts to carry out novel analysis of linked administrative data on the Analytical Platform in R, Python or SQL.
  • Set out a vision for how the new cross-justice system linkage can be used to deliver novel and cross-cutting analysis on user journeys and answer priority research questions, starting with the development of an experimental statistics publication.
  • Find innovative ways of collaborating with academic researchers to identify and address priority evidence gaps in line with MoJ’s Areas of Research Interest (2020).
  • Work alongside our embedded Academic Lead and our funder ADR UK, to oversee our rolling Research Fellowship programme, and support two academic fellows embedded at MOJ using linked Data First data for evaluation as part of the Cabinet Office’s Evaluation Accelerator Fund programme.
  • Lead on activities to build the UK research community’s skills and capability to work with linked administrative data, including developing resources and training for researchers using justice datasets.
  • Drive forward work to make low-fidelity and low-disclosure-risk synthetic versions of shared datasets available in a structured way, including steering work carried out by a Turing Institute intern, and involvement in an ADR fellowship evaluating the benefits, costs and utility of synthetic data.
  • Reinvigorate our Academic Advisory Group and User Representation Panel to bring in outside perspectives from academia, justice system users, and wider stakeholders to steer the project and maximise the impact of findings.
  • Ensure that data is shared ethically and responsibly, with appropriate governance and transparency. Oversee external research applications to use our data and ensure that findings from research have policy impact.
  • Promote and champion Data First at academic conferences and stakeholder events.
Person Specification  

Essential:

The successful candidate should be able to demonstrate the following criteria: (i) Strong analytical skills You will have experience in designing research questions and using quantitative methods to address them, as well as the ability to direct the work of analytical team members. You will need to ensure that processes meet high analytical standards and quality assure outputs.   (ii) Strong communication and collaboration skills You will need to establish good working relationships with a range of stakeholders, including ADR UK, ONS, HMCTS, academics, and analytical colleagues across Data and Analysis. You will need good communication skills that enable you to engage and collaborate with others, including the ability to translate data sources and analysis for non-analysts.   (iii) Good project management skills Experience of managing analytical projects. You will need to work with key internal and external stakeholders to set priorities, goals, objectives and timescales.  

Desirable skills:

  • Experience of analysis in R, Python or SQL, especially on MoJ Analytical Platform.
  • Understanding of issues in using and analysing administrative and linked data.
  • Knowledge of data sharing, data governance and data ethics.
  • Experience of drafting and publishing social research or experimental statistics reports.
  • Background knowledge of the justice system, justice data, and justice research.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
