Our Change Directorate is at the forefront of delivering this mission, managing a dynamic portfolio of 20–30 projects designed to enhance the efficiency, effectiveness, and accessibility of our services. About the role
As a G6 Project Manager, you will lead and manage large-scale, highly complex, and sometimes contentious programmes and projects, overseeing the project team on a day-to-day basis. You will be responsible for driving and ensuring the successful delivery of projects, with clearly defined objectives achieved within agreed time, cost, and quality constraints. You will report to a Project Director who holds responsibility across a broad portfolio of projects and programmes. As such, the G6 Project Manager can expect to be the most senior project delivery leader dedicated to their assigned projects or programme on a day-to-day basis.
The G6 Project Manager plays a key role in project governance and stakeholder engagement, working closely with partners to ensure that agreed project outputs are delivered and benefits are realised. Projects and programmes may be standalone or part of a larger programme, typically comprising multiple workstreams.
Who are we looking for? (Person Specification)
Candidates for this position must demonstrate a proven a track record in delivering major or complex projects and managing significant project budgets. Candidates should demonstrate that they meet the following essential criteria in line with the Project Manager, G6-level as set out in the Government Project Delivery Framework (link)
Essential
· Demonstrable experience of leading the delivery of large-scale, complex or high-risk projects, programmes or portfolios, with accountability for outcomes across multiple workstreams, delivery partners or organisational boundaries. (Lead Criterion)
· Proven experience of providing leadership across multi-disciplinary teams and delivery partners, including setting direction, driving performance, and ensuring delivery across multiple interdependent workstreams in complex and changing environments.
· Strong understanding and expert application of project delivery approaches, including planning, governance, risk and issue management, and the use of structured methodologies to successfully deliver projects.
· Proven experience of setting, managing and forecasting substantial project or programme budgets, and working effectively with commercial colleagues and external suppliers to deliver value for money and successful project outcomes.
· Excellent stakeholder management skills, including the ability to work across boundaries to influence and gain confidence of senior project delivery leaders and sponsors.
· Experience of producing high-quality business cases and leading them through governance and approval processes, ensuring projects are robust, deliver value for money and achieve intended benefits.
· Experience of contract management and working with suppliers to deliver business outcomes, including overseeing performance, managing risk, and driving value for money through effective commercial relationships across complex delivery arrangements.
· Professional qualification requirement: You must hold (or have completed) at least one recognised project or programme management qualification, such as PRINCE2 Practitioner, APM Project Management Qualification (PMQ), Agile certifications, PMI Project Management Professional (PMP), MSP Practitioner, PMI Program Management Professional (PgMP), or APM Chartered Project Professional (ChPP).

· A behavioural statement (up to 250 words) addressing the following competency from the Government Project Delivery Capability Framework:
o Visible Leadership – Describe a time when you demonstrated leadership in delivering a complex project, programme, or major change initiative. Outline what you did and how you set direction, aligned stakeholders, and delivered outcomes.
Your response should clearly highlight your personal role and contribution. We recommend using the STAR format (Situation, Task, Action, Result).
In the event of high application volumes, an initial sift may be carried out using evidence provided within the CV against the lead criterion only. Applications not meeting this requirement may not be progressed further.

Interview
If successful at sift, you will be invited to attend an in-person interview, with the option to attend either in London or Leeds. The full venue details will be provided in your interview invitation. Interviews are planned to take place from week commencing, 10th August 2026 (subject to change).
Please note that travel costs are the responsibility of the candidate and will not be reimbursed.
The interview will be assessed against both the Civil Service Success Profiles Framework and the Government Project Delivery Capability Framework (PDCF).
Interview format
We use a blended interview approach, combining different question types to assess a full range of skills and experience.
This will include:
· Experience based question on your experience of leading the delivery of large-scale, complex or high-risk projects, programmes or portfolios.
· 30-minute Scenario-based assessment (behavioural and technical competencies) You will be provided with a project scenario (by email or paper copy) approximately 20 minutes before your interview to review. During the interview, you’ll present your approach and answer follow-up questions from the panel.
You will be expected to align your answers to the Project Delivery Capability Framework at G6 level Project Manager G6 - Government Project Delivery (link)
What to expect from the scenario assessment
This exercise is designed to reflect real project delivery challenges at this level.
They will help the panel understand:
· How you make decisions in real time
· How you apply your project delivery knowledge in practice
· How you lead, prioritise and respond to complex situations

Travel requirements
This role is advertised nationally; however, the successful candidate will be expected to travel for ad hoc project meetings and to support project implementation. Travel and accommodation costs incurred for official duties will be fully funded by HMCTS in line with departmental policy.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours
The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave
Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
