Job description

The role of the Corporate STRAPSO within an organisation is fundamental in that they will have delegated responsibility to manage the implementation and day to day running of the STRAP regime within their organisation, ensuring it aligns with both the current version of the STRAP policy and the accreditation requirements. The corporate STRAPSO will be responsible for delivery and assurance of the STRAP policy. The corporate STRAPSO shall be responsible for assessing all STRAP applications prior to referral to the Release Authorities to ensure that they meet the threshold for referral and should not be either refused or approved at a local level. 

Along with other STRAPSOs, role includes;

  • Managing routine security and access control secure environments in accordance with associated security standards.
  • Providing day to day advice and assistance to colleagues regarding sensitive material and IT systems.
  • Providing confirmation of clearances to departments within agreed timescales to enable cross departmental engagement.
  • Managing and processing applications for clearances and role changes, liaising with line management, and external partners, regarding sensitive enquiries as necessary.
  • Managing and processing account applications and access to IT.
  • Maintaining accurate records of inductions and IT accounts to ensure appropriate access to the regime.
  • Conducting briefings and familiarisation sessions for IT systems to colleagues of all grades.
  • Managing access to secure meeting rooms and video conferencing facilities, liaising with partners across government regarding clearances and related matters.
  • Investigating and accurately recording security incidents or breaches, liaising with the security team and other partners, in order to resolve and provide informed security recommendations.
  • Effective implementation of the STRAP policy, ensuring the travel policy is integrated into the department, implementation of procedures and protocols align with accreditation requirements.

 

Specifics: There are a number of activities the B8 HMPPS Corporate STRAPSO needs to undertake to support the organisations urgent need to update and professionalise our approach. This includes;

  • Owning/Building STRAP staff database and ensuring it's up to date: clearances, systems accesses, breaches
  • Owning the 'high side SNAG list'
  • Guidance and support - increase security awareness of staff, including upskilling and refreshing STRAP staff's ways of working, but also the broader security posture in Directorate of Security
  • Performance - monthly SITREP on high side activity, drawing on the SNAG list to update seniors and users on; new, outstanding and escalated issues / successes / breaches / backlogs / risks
  • Help build the new MoJ security oversight structure with MoJ Corporate STRAPSO and SCS1 Departmental STRAPSO, working with MoJ vetting team in MoJ SID
  • Oversee, review and sponsor HMPPS applications for STRAP, submitting to MoJ Corporate STRAPSO for approval, managing feedback and aftercare
  • Relationship with High Side Infrastructure PMO, advising on risk, assisting with cultural change, providing data for analysis.
  • Relationship with Cabinet Office STRAPSO network, representing HMPPS in the community of best practice, cascading updates, trends, lessons learned internally.
  • Relationship with DoS 'enhanced vetting team', deconflicting and ensuring strong alignment between different security and vetting teams
  • STRAP staff accesses - owning central list of staff who have accounts on other platforms / accesses to other STRAP sites / maintenance of departmental footprint in other sites i.e. CTOC
  • Supporting expansion of HMPPS access to OGD estates alongside High Side Infrastructure PMO

Formalising STRAPSO role through job description and JES process.

A short presentation responding to a task will be required. This presentation will relate to Managing and Quality Service and Making Efffective Decisions behaviours. The situation and task will be given to candidates as part of the interview process.  The recruitment team will be able to respond and accommodate any reasonable adjustments to support candidates at interview.

Interviews will be Face to Face: London location.

Applicant must have current Developed Vetting. Candidate will not be able to start in role until they have Developed Vetting.  

The role is office-based with limited opportunities for remote working. The role will require some travel across sites in England and Wales.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.
