HM Courts & Tribunals Service (HMCTS) is responsible for the administration of criminal, civil and family Courts and Tribunals in England and Wales and non-devolved tribunals in Scotland and Northern Ireland. National Services is a directorate within HMCTS Operations, comprised of Criminal Fines, Collection and Enforcement, National Business Centres and Courts & Tribunals Service Centres.

As a directorate, we’re a little different than our counterparts who are aligned by their geographic location – National Services Supports services and service users over multiple jurisdictions and regions. Collaboration between our teams along with the support of our colleagues in courts and tribunals enable us to continue to transform HMCTS together. 

Location

The post holder can be based in any National Services office across England and Wales. We offer a flexible working system in many of our offices and frequent travel to other HMCTS sites will be required as part of the working arrangements. In line with the department’s policies, travel, and subsistence and, where appropriate, overnight accommodation will be available.

Your role

The role of the Business Change Manager is to lead the delivery of change implementation across a portfolio of work, through proactive, close collaboration with central projects, change leads and regional operational leads to prepare the business for the impact of the changes and safely manage and implement change.

The role holder will be responsible for leading the planning and delivery of change activity, using the standard toolkit and frameworks providing a bridge between project and operational users to ensure that activities are planned, supported, and delivered to enable the business to implement the agreed change and realise the business benefits.

Acting as a champion for change, they will manage change specialists, to support change implementation. Building change capability across the wider change community using continuous improvement tools and techniques, alignment to the Government Online Skills Tool (GOST) and role modelling the use of appropriate standard change tools and templates to support the standardisation and consistent implementation and embedding of change and the professionalisation of business change as a service.

The role holder will be deployed across projects and regions in line with priorities and demand.

About you

An experienced change professional with recent involvement in delivering business change and implementation within complex environments. Proficient at supporting the development and embedding of integrated change functions, with a focus on building change capability.

Skilled in building strong partnerships and working collaboratively to drive transformation. Brings a confident and clear communication style, with experience presenting information to senior stakeholders and influencing decision-makers at all levels. Able to translate complex ideas into clear, compelling messages that bring people along the change journey.

Committed to continuous improvement and passionate about making a meaningful impact through well-executed change initiatives.

You will hold or be willing to work towards project and change management qualifications.

Your skills and experience

Knowledge, experience and application of leading and Business Change and Implementation in a complex environment

Lead initiatives that drive the development, standardisation and professionalisation of the End-to-End Integrated change function to establish and embed specialist change roles across the organisation and build change capability.

Responsible for delivery and embedding of change across the organisation through role modelling and show casing the use of standard change processes, tools, and techniques from the Business Change Playbook to deliver a standardised and consistent change implementation approach.

Lead the implementation of projects and the co-ordination of business management actions and activities cross the portfolio through monitoring the delivery of work streams against plans, chasing and challenging progress as appropriate.

Ability to plan effectively to ensure Business change initiatives are captured ensuring that plans are developed to meet changing or emerging operational priorities.

Experience of actively managing risks, issues, and dependencies, to reduce potential damage or impact on HMCTS, reporting and escalating to senior managers where appropriate.

Experience or knowledge of the business change planning process to understand national and regional impacts on delivery and to be able to provide organisational and regional context to problem solving.

Problem solving skills to analyse, understand and create action plans to deliver against priorities.

Excellent leadership skills, managing HEO Business Change staff, supporting and developing people to their potential and building change capability

Experience of working with senior leaders and stakeholders. Able to influence senior leaders and stakeholders and communicate messages clearly to a range of audiences at all levels – both verbally and in writing to persuasively bring senior leaders and stakeholder on the change journey.

Act as a point of contact for staff, managers, and regional leadership in areas covered by the role, inspiring them to take ownership and champion effective behaviour

Excellent communication and writing skills to be able to draft compelling and accessible content for a range of channels and audiences in creative ways with experience of successfully influencing others, negotiating effectively and winning over audiences and ability to motivate teams

Experience of (or willingness to learn) using communication tools and methods, including digital communications.

New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

There are 2 roles available: 1 role is permanent and 1 role is a 12 month Fixed Term Contract. 

Ways of working

Standard full time working hours are 37 hours per week Monday to Friday. There is an expectation that you can be flexible with your working hours to accommodate the needs of the business.

HMCTS welcomes part-time, flexible, and job-sharing working patterns, where they meet the demands of the role and business needs and are agreed prior to appointment. All applications for part-time, flexible, and job-sharing working patterns will be considered in accordance with the MoJ’s Flexible Working policy.

A minimum of 30 hours per week will be required for this role.

Non-contractual hybrid working is currently available. Hybrid working arrangements will be determined by the business and will only be available when it has been established that delivering the service from home can be done effectively. We cannot facilitate requests for a particular work from home/working in the office schedule.

Travel to other courts and/or HMCTS locations

For this post, frequent travel to other National Services/HMCTS sites will be required.

Fixed Term Appointments (MoJ Staff)  
Before applying, employees must seek approval from their line managers to ensure they can be released for the duration of the FTA and can return to their substantive role at the end. If there is no role available at the end of the FTA, the employee will be subject to redeployment and potentially redundancy procedures.

Loans/Detached Duty

The terms of the loan or detached duty will be agreed between the home and host department and the Civil Servant (candidate). This includes grade on return. Prior agreement to be released on a loan or detached duty basis should be obtained before commencing the application process.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
