Overview
Are you a creative storyteller who can bring complex messages to life through compelling written and visual content? Do you enjoy combining creativity with technical skill to produce high-quality digital content to reach diverse audiences?
At the Office of the Public Guardian (OPG) we are looking for an ambitious content specialist to join our communications team as Creative and Channels Manager.
You will create content that guides customers through the LPA application process and shape campaigns that both educate the public and encourage them to plan for their future.
As our content production specialist, you'll work closely with our Digital Engagement Manager (who leads on channel strategy and social media management) to deliver accessible, on-brand content that supports our strategic objectives. You will lead on content creation across a wide range of formats, including website copy, blogs, graphics, animations and video, as well as supporting internal and external communications projects.
This is a varied and hands-on role, suited to someone who enjoys working across disciplines, managing multiple projects, and taking ideas from concept through to delivery. You will be a confident copywriter and designer, comfortable switching between formats and channels, and passionate about creating clear, jargon-busting comms that genuinely support and empower our customers and colleagues.

How you'll succeed
You'll work as part of the Creative and Channels team, acting as the primary content creator for campaigns and projects, ensuring all materials are on-brand, accessible, and optimised for their intended channels.
You will report to the Senior Creative and Channels Manager.
You will:
- Act as the primary content creator for campaigns and projects, producing high-quality written, visual, and some video materials that are on-brand, accessible, and optimised for digital channels.
- Write clear, compelling copy for different platforms, adapting tone and style for different audiences.
- Champion OPG’s brand, ensuring consistency and quality across all content and channels.
- Work with our internal communications colleagues on projects and messages within OPG and MOJ.
- Use social media metrics and performance data to inform content decisions, optimise engagement, and report on effectiveness and impact.
- Work in partnership with the Digital Engagement Manager, to improve our digital channels and content strategy.
- Provide flexible support across the communications team and OPG, undertaking additional tasks as needed to help deliver on strategic objectives.
- Manage multiple projects simultaneously, ensuring deadlines and budgets are met while maintaining high creative standards.
About you
Essential Criteria
- Content Creation: Able to write clear, accurate copy for different platforms, with strong attention to detail and willingness to adapt based on feedback. A good awareness of basic SEO principles is also essential
- Design: Experience creating original graphics, adapting existing templates, and applying design principles.
- Digital & Accessibility: Confident in preparing and publishing online content with a practical understanding of web formatting, content structure, and how these support both user experience and SEO.
- Data & Insight: Able to use analytics to inform decisions and optimise content, taking an audience-first approach.
- Working independently: Comfortable managing multiple projects with competing deadlines, flagging issues early, and delivering work without close supervision
- Continuous Learning: Committed to keeping skills up to date, with an interest in trends, tools and best practice in digital content and communications. Desirable Criteria

- Design: Working knowledge of Adobe Illustrator.
- Website: Experience using Wordpress and CMS development skills.
- Video: Proficient in Adobe Premier Pro with experience in filming, editing and basic photography
Assessment
We will be using Success Profiles to assess your communication and delivery abilities.
As part of the application process, you will be asked to complete a CV and personal statement that provides examples of Civil Service behaviours and competencies based on the Government Communication Professional Competency Framework.
At the interview, you will be asked to give a presentation that you have prepared in advance.

Interview
Should you reach the interview stage, you will be asked to give a short 5-minute presentation in the interview on a specified topic that will be sent to you in advance.
In interview, you will also be asked additional questions across the aforementioned Civil Service behaviours and competences based on the Government Communication Professional Competency Framework and be required to provide relevant examples.

Within the MoJ, this role supports the delivery of campaigns and communication activity for the Office of the Public Guardian, an executive agency of MoJ.
OPG's role is to support people who may lack the mental capacity to make certain decisions for themselves, such as about their health and wellbeing or financial affairs. It enables people to plan ahead so that someone they trust can support them, or make certain decisions for them, if they lose capacity in the future. OPG also supervises people appointed by the court to help manage someone's affairs where they've lost mental capacity. This could be due to age-related conditions such as dementia, mental illness, ill health, or an accident.

Working patterns and locations
We provide a truly flexible culture including working from home, job-sharing, and part-time work to support our people in being the best they can be.
OPG has offices in both Birmingham and Nottingham, but also the opportunity to work from one of the Ministry of Justice collaboration hubs based in locations across the country. Wherever you are based, all staff are expected to attend their office at least 40% of their working week. Regular travel to Birmingham and Nottingham at least once a month is also required for team meetings and other business needs.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.
Flexible working hours

MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs.
