Job description

Transformation Office Lead (up to 4 roles)

Grade 7 

The Service, Strategy and Transformation Directorate is recruiting permanently for a Grade 7 Transformation Office Lead. This campaign is open to current civil servants on level transfer and suitable candidates on promotion. 

Location:

Successful candidates will have the option to be based at one of the following locations:

We offer a hybrid working model, allowing for a balance between remote work and time spent in your chosen base location.

This role sits within the Service Strategy & Transformation (SS&T) Directorate, within the Service Transformation Group (STG). STG is responsible for leading the transformation of the services the MoJ and its agencies deliver to the public. Its mission is twofold: to provide the best justice services in the world, powered by the happiest team in government. The SS&T Directorate within STG is responsible for:

  • Service Transformation Strategy: Working across Service Transformation Group, to understand and drive collaboration on current transformation and digital plans; bringing together all areas of STG to collectively create a clear and compelling strategy for delivery over the next 3-5 years; baselining and supporting performance and prioritisation across STG.
  • Transformation Office: Managing the transformation portfolio, including through the Transformation Committee (Director General level); analysing portfolio performance; building transformation programme capabilities; identifying cross-cutting opportunities and issues that block progress towards user outcomes; and recommending rebalancing efforts where needed.
  • Transformation Delivery: Providing end-to-end service transformation delivery support to embed best practice approaches; identifying, encouraging and delivering new ways of working; acting as a critical friend to delivery partners and collaborating with a wider range of stakeholders to improve user outcomes.
  • Innovation Engine: Accelerating systems-wide transformation through high-value investments in digital development and product innovation; piloting initiatives to test new ways of working in cross-functional teams to unlock value through innovation and create cutting-edge solutions to challenges in the justice system.

Transformation Office Lead – the role

The Grade 7 Transformation Office Lead will sit in the Transformation Office and be part of a team responsible for the successful management of the MoJ-wide transformation portfolio. The Transformation Office acts as the “air traffic controller” between transformation programme performance towards user outcomes, decisions required from Director Generals in the Transformation Committee, and the Transformation Delivery and Innovation Engine teams in SS&T. The role will involve responsibilities ranging from problem-solving to triage issues raised by programme SROs, framing the problem statement and recommendations to Director Generals at the Transformation Committee, acting as a change agent to drive delivery actions to unblock cross-cutting issues, recommending rebalancing efforts across the portfolio where needed, analysing portfolio performance and building transformation programme capabilities.

You will regularly be providing expert support and advice to the Transformation Director, transformation programme SROs, Director Generals across MoJ, the STG Executive team and colleagues across the department on matters relating to transformation. The post holder will be part of a team that leads during periods of uncertainty, change and tremendous opportunity, and will act as a champion of solutions that embed and scale transformation excellence across the department. The post holder will embrace cross-functional, collaborative ways of working, while modelling MoJ transformation behaviours.

The role requires strategic problem-solving acumen, experience acting as a change agent, experience of performance tracking, excellent communication and engagement skills, and strong line management. Understanding of agile governance, delivery models and ways of working is an asset.

Key Responsibilities

 

  • Strategic problem-solving: Be a self-starter who can oversee the transformation portfolio and programmes by driving problem-solving to triage issues raised by programme SROs across MoJ, frame problems and recommendations to Director Generals and facilitate data-driven, effective oversight at Transformation Committee.
  • Acting as a change agent: Be part of a strong team responsible for ensuring delivery of user outcomes set out in the Transformation Plan for MoJ by coordinating direction from Director Generals, dependencies between transformation programmes, and delivery support from the Transformation Delivery and Innovation Engine teams.
  • Performance tracking: Adopt a data-driven and evidence-based approach to track KPIs and OKRs to assess programme performance, combined with an ability to zoom out and ensure progress is being made on MoJ-wide transformation priorities.
  • Excellent communication and engagement skills: Communicate strategic recommendations clearly, with experience drafting high-impact, accurate and concise problem statements for the most senior levels of government. Convene and lead meetings across MoJ and its agencies. Build and maintain effective networks across MoJ and its agencies.
  • Strong line management and team development: Onboard, support and develop Transformation Advisors, providing leadership and coaching within SS&T.

  • Change management: Experience managing and overseeing senior-level governance and central programme management functions. A track record of prioritising issues impacting delivery, developing recommendations and escalating to seniors.
  • Performance tracking: Experience employing data-driven and evidence-based approaches to tracking KPIs and OKRs. A proven ability to zoom out and ensure programmes are progressing MoJ-wide transformation priorities.
  • Communication and engagement: Experience communicating strategic recommendations, leading meetings and engaging across MoJ and/or government. A track record of drafting high-impact, accurate and concise problem statements for the most senior levels of government.
  • Line management: Experience with line management responsibilities and building highly motivated teams. Skilled at setting direction, empowering teams, and fostering a culture of accountability, learning and continuous improvement.
  • Commitment to public service reform: A strong belief that the Civil Service must transform how it designs and delivers services, with ideas and experience that demonstrate how change can be delivered at pace and at scale. 

Desirable

  • Agile transformation: Understanding of transformation, agile governance, delivery models and ways of working. Comfortable applying these approaches pragmatically in complex public service or mission-driven environments and iterating the model in response to learning.
  • Justice system knowledge or domain depth: Experience working within, or in close partnership with, parts of the justice system with a strong understanding of the operational, policy and user context.

Interview 1 – We will invite candidates to a short (15 minutes) suitability conversation to understand more about your background and motivation at this stage. This will include strengths-based questions to explore what you enjoy, and your motivations relevant to the job role.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
