The Role
This role will be responsible for establishing and operating robust delivery assurance tools, practices, and processes to keep the LAA Transformation Portfolio aligned with its objectives and priorities. By doing so, it ensures the portfolio remains on track for successful delivery, with effective management, escalation, and resolution of cross-cutting risks, dependencies, and issues. The main components of the portfolio include:
- Recovery programme delivery
- Delivering transformed user journeys
- Implementing modern digital infrastructure
- Policy driven change
- Productivity and innovation, including AI
- Developing and implementing a Target Operating Model for the Agency
An urgent priority is to smoothly transition restoration work to recovery, managing outstanding delivery, backlogs, and risks for effective management.
This role requires close and collaborative working with key stakeholders across the MoJ leveraging wider MoJ services and service teams as well as with Digital, Policy and LAA operations and where appropriate with suppliers.
Candidates for this role should demonstrate experience in driving outcomes through highly effective collaboration, coordination, oversight, and management across large complex, fast moving and high-stakes portfolios. Must possess strong Project and Programme Management skills, with the judgement and confidence to use these disciplines to drive delivery across a diverse and cross-cutting portfolio involving multi-functional teams. Must have a track record of setting up and running a high-impact Portfolio Management Office that is results driven and have a background in digital and technology driven environments.

Essential Experience:
• Excellent Project and Programme Management (PPM) skills with proven experience of achieving successful portfolio outcomes by setting up a high-performing Project Management Office (PMO) and working with cross-functional and cross-organisational teams
• Proven experience and track record of keeping complex and high-stakes portfolios and initiatives on track for delivery.
• Experience leading and managing risk across complex portfolios, including identifying emerging risks from diverse sources (operational, strategic, digital, external), coordinating cross-functional teams to assess and quantify risks, and facilitating decisions that balance business objectives, resource limitations, and risk tolerance.
• Strong analytical, detail driven problem-solving skills evidenced in achieving portfolio milestones and deadlines as well as experience of digital technology driven transformation programmes.
• Exceptional senior stakeholder management and influencing skills.
Desirable Experience:
• Experience of clearly and simply communicating portfolio performance through engagement with senior stakeholders; Minister, Permanent Secretary, Director General and Non-Executive Board Directors.
• Experience of working with security and data protection leads in fast moving digital systems programmes.
• Working with Government audit functions.
