Job Description:

The role supports the Head of Digital Architecture, Strategy and Innovation (DASI) & Cyber Security by managing the secretariats for the below boards focusing on Technical, Cyber and Information Risk & Governance processes. The direct users of these processes range from a selection of Senior Civil Servants PB2/PB1 through to Service Owners, Programme Directors, Architecture and Delivery Community. The successful candidate will have responsibility for a portfolio of Assurance boards which are wide ranging and at different stages of maturity, they include:

 

·             Technical Architecture Boards (Including Technical Design Authority where required)

·             Risk Assurance Committee

·             Security Risk Committee – Chaired by the Dept SIRO

·             Any other identified Board relevant to governance within the Architecture and Cyber areas.

 

This will involve the relevant governance activities, such as running meetings, managing demands on agenda time, taking notes, updating the shared TEAMS site and reporting decisions and outcomes to relevant boards.

In addition, you will be expected to work in close collaboration with the DASI Lead Architects to provide assurance that process and activities are operating reliably and to the desired quality.

 

Key Responsibilities:

Governance

·       Management of portfolio of meetings by;

 

1.     Manage and track demands on agenda time, organise presenters and content

2.     Manage session logistic using Microsoft Teams and SharePoint

3.     In-session capture of relevant notes, actions and decisions

4.     Post-Session publication of relevant minutes, actions follow-up and decision log

5.     Reporting decisions and outcomes to the programme boards

 

·       Supporting the Reform Architecture and Cyber Assurance Leadership teams monthly demand, resourcing and activity planning.

·       Instigate Commissions as required.

·       Keeping good order of the backlog of RAID logs, review papers still to be planned, the 3-month view of current work, and the 12-month roadmap of risks and issues.

·       Co-ordinate and manage the Reform Architecture & Cyber Risk and Issue log.

·       Authoring of Reform Architecture and Cyber Assurance processes intranet and other internal communication channels.

·       Management of the Reform Architecture and Cyber Assurance processes collaboration toolkit and mailbox.

·       Collaborate with Stakeholders where necessary.

 

 

Operations

·       Forecast, analyse and assess the level of team workload and changing priorities.

·       Work with the Reform Architecture team to plan the flexible deployment of the team in line with changing business priorities.

·       Provide support to the senior architecture leads on relevant aspects of team activity and plans.

·       Provide performance data to help in identifying appropriate intervention/corrective action and performance improvement strategies.

·       Be a point of contact in DASI and Cyber, ensuring that any matters requiring attention are dealt with, or delegated appropriately.

·       Work alongside HQ change teams and other parts of the business to ensure the operational perspective is fully taken into account during change. 

·       Maintain oversight and awareness of competing demands for resources within the team and prioritise requests.

 

Developing new policies /processes, etc.

·       Implement new processes and procedure in alignment with business objectives.

·       Embed continuous improvement working practices across all local administrative processes ensuring the team applies efficient working practices to manage workload pressures and expanding/fluctuating responsibilities.

 

Representation of the Department

·       Represent HMCTS DASI and Cyber both internally and externally.

·       Stand by, promote or defend own and team’s actions and decisions where needed.

·       Lead by example, role modelling ethics, integrity, impartiality and the elimination of bias by building diverse teams and promoting a working environment that supports the Civil Service values and code.

 

·       Team leadership

·       Provide support to the wider DASI and Cyber teams as necessary.

·       Role model leadership behaviours.

 

Accountability

Reporting to the HMCT Chief Information Security Officer (CISO) and Deputy SIRO

 

Essential Skills & Experience:

·        A strong background and understanding of digital and technology services.

·        Ability to manage own workload with minimal supervision, escalating blockers where necessary.

·        A willingness to take ownership of problems and propose workable solutions.

·        Work with others to identify areas for improvement and simplify processes to use fewer resources. Use technology where possible to increase efficiency.

·        Remain alert to emerging issues and trends which might impact your work area.

·        A strong communicator, able to communicate messages clearly to a range of audience at all levels – both verbally and in writing.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks. 

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
