Job description

The Role

The Service Owner, Tribunals reports to the Development Director and is responsible for oversight of tribunal jurisdictional support for HMCTS, and for leading the development of the tribunals’ element of the Service Model. Specifically, you will lead performance across the Social Security and Child Support and Specials Tribunals. Given the changes in demands on tribunals over time we would expect the exact responsibilities to change in line with business need.

You will be a visible member of HMCTS’ wider senior leadership team across HMCTS, demonstrating your commitment to and understanding of HMCTS’ goals.

You will be expected to work across a wide range of teams to shape and deliver continuous improvement in our tribunals services.

You will work in partnership with the senior judiciary, establishing and maintaining key internal, external and cross justice sector relationships. You will actively seek to join up processes and ways of working and be responsible for improving operating models and the development and maintenance of standard operating procedures. You will have a significant representational role for the agency on key aspects of tribunals business and will be required to speak authoritatively for the organisation, both internally and externally, in this area, and occasionally more widely.

Key Responsibilities

·       Leading, motivating and developing a team of tribunals specialists, and taking a wider strategic leadership role as a member of the Development Directorate leadership team with the aim of improving the productivity of our services.

·       Owning the strategy and process for Social Security and Child Support, Employment and Specials Tribunals operations in HMCTS, and being accountable for ensuring it is delivered in accordance with the aims and objectives of the Ministry of Justice and HMCTS.

·       Oversee specific digital products operating in Social Security and Child Support, Employment and Specials Tribunals, in partnership with HMCTS digital change teams, the CFT Programme, and other partner agencies.

·       Ownership of operating models and standard operating procedures used by Social Security and Child Support, Employment and Specials Tribunals, whilst looking to deliver continuous improvement.

·       In partnership with the Service Owner for the IAC and ET Tribunal, developing and supporting the successful delivery of national changes, ensuring they are focused on improving and transforming service delivery and that they are aligned with changes across the courts and tribunals system.

·       Leading and influencing across national and local boundaries, working in partnership with the Judiciary, and senior HMCTS colleagues to improve the productivity of our services.

·       Building, maintaining and managing relationships with key stakeholders, influencing and driving change as necessary.

·       Using performance trend information to develop and implement continuous improvement across tribunals.

·       Working in close collaboration with MoJ policy, ensuring HMCTS operational and other issues are fully understood and considered in policy development and by ministers, and providing support and input to policy development.
