Supervision and Investigations Services (SIS) Senior Operational Delivery Manager 

These exciting and demanding roles provide a great opportunity for a skilled and experienced leader to develop their career in the Civil Service.  Both roles involve working closely with Policy and Legal colleagues, as well as providing leadership across Operations and also working with external stakeholders including the Court of Protection, Social Care, the Legal Sector and the Police.  The successful candidates will need to demonstrate strong leadership and champion the values of the Office of the Public Guardian by leading, supporting and managing a number of teams responsible for: 

  • Supervising and supporting deputies appointed by the Court of Protection, and Investigating reports and concerns of abuse against registered attorneys, deputies or guardians to safeguard the most vulnerable in accordance with the Mental Capacity Act (MCA), associated regulations, Code of Practice and internal guidance 

If successful you will:

  • Work confidently in a culture of openness and honesty, ensuring resources are managed flexibly and efficiently. 
  • Play a leading role in agreeing priorities and aligning these with Corporate and OPG objectives. 
  • Identify and manage risks. 
  • Develop and monitor the use of IT, digital and telephony systems to support and improve performance, identifying and responding to trends.
  •  Provide advice and support to your HEOs to support the delivery of an excellent customer experience and ensure the best interests of OPG customers and clients.
  •  Support and influence the strategic direction of the OPG and be skilled in developing effective relationships with colleagues and external stakeholders. 
  • Confidently lead others through uncertainty and change, getting the best from people by creating momentum and inspiring people to drive forward change and service improvements.  

The role will involve the line management of a number of HEO team leaders or Senior Investigators. 


Leadership and management of a number of teams across SIS                               

  • Provide leadership in supporting teams to provide outstanding customer service, responsive to changing needs and issues
  • Based on secure and strong understanding of the PG’s statutory duty to supervise deputies, support and coordinate the implementation of guidance and advice
  • Play a leading role in meeting performance expectations

Play a key role in the leadership of SIS                                

  • Work proactively with colleagues within and beyond SIS to develop and deliver ongoing improvements in our service
  • Provide support, leadership and, when necessary challenge to staff, including playing a leading role in developing staff engagement
  • Chair meetings as required
  • Play a leading role in working with colleagues to resolve problems quickly and improve performance, using management information and feedback from customers

Support and contribute to the aims, objectives and performance of the OPG through close collaboration with colleagues across SIS and Ops more widely

Essential Skills 

  • Knowledge of the MCA and Code of Practice (following induction) leading to an understanding of the impact of Court of Protection, legal and policy decisions and how to operationalise them. 
  • Proficient in the use of standard Microsoft office products.
  • Strong written and oral communication.
  • Ability to comprehend and analyse statistical data making informed decisions arising from it and developing the use of MI to support ongoing improvement.
  • Ability to lead and motivate teams with a focus on successful change leadership and management as well as the embedding of excellent customer service
  • Ability to work with other leaders and colleagues across not only SIS but across Ops, the wider OPG and other stakeholders
  • A self starter able to work on their own initiative, managing competing priorities in a fast paced and challenging environment
  • Ability to demonstrate well developed relationship management skills; as well as planning skills and a track record of delivering to tight timescales
  • Ability to play a leading role in change management, developing, implementing and evaluating new initiatives as required.

The national salary range is £36,049 - £41,095, London salary range is £41,747 - £47,591. Your salary will be dependent on your base location

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Details will be available if an offer is made.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
