Background:

The Northern Ireland Office represents Northern Ireland interests at a UK Government level and UK Government interests in Northern Ireland. We have a wide range of responsibilities, including: underpinning political stability in Northern Ireland; overseeing the Northern Ireland devolution settlement; leading on national security policy in Northern Ireland; addressing the legacy of Northern Ireland’s past; delivering elections and constitutional reform in Northern Ireland; playing a key role in rebalancing the NI economy; representing NI interests, including around the Irish border, as the UK exits the EU. About the Role:

The Northern Ireland Office is seeking to recruit a senior finance manager to manage the financial reporting and control team. With a new Finance Director, the Finance Team are leading a transformation programme to better deliver our finances and maximise value to the business. This role will be at the heart of this programme, and the successful candidate will have the opportunity to be part of the review, design and implementation of new finance systems, processes and controls. The role will also be responsible for the preparation of financial statements and year end reporting, robust financial monitoring and control processes, and providing assurance to the Department’s senior staff regarding the financial position. The successful candidate will liaise closely with key internal and external stakeholders, including budget holders and teams across the business, internal and external auditors, and HM Treasury.

The post is based within Corporate Operations Group in the Northern Ireland Office, a high performing and responsive team that provides high standards of corporate services to support the delivery of the NIO’s objectives and deliver Ministerial priorities.

Key Accountabilities:         

  • To support the review, development and implementation of a robust financial control environment to deliver organisational objectives and provide internal and external assurance on financial control.
  • To professionally manage the financial accounting team and to lead on technical accounting matters, providing advice to the Head of Financial Reporting & Control on accounting issues and standards compliance.
  • To support the preparation of the annual financial statements and ensure effective delivery of the year end external audit.
  • To support change programmes such as finance transformation and contribute to the review of financial policies, procedures and controls.
  • To engage with a wide range of stakeholders, internal and external, to support critical finance processes and implement best practice
  • To ensure that the Department’s financial controls are robust and that all financial transactions are in accordance with the Department’s associated policies and procedures.
  • To provide support and advice on the achievement of the Department’s financial objectives, and to provide expert advice to finance and non-finance colleagues.

Essential Criteria:

  • Full CCAB qualified accountant (in exceptional circumstances we will consider significant demonstrable experience in lieu of CCAB qualification)
  • Demonstrable experience of design & implementation of new financial policies, procedures and controls
  • Demonstrable experience of preparing or auditing financial statements

Desirable Criteria:

  • Ability to take initiative and experience of delivering to a high standard against multiple competing priorities in a fast paced environment
  • Highly numerate with strong financial analysis skills
  • Experience of building positive and effective working relationships across a wide range of internal and external stakeholders

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
