The Criminal Injuries Compensation Authority (CICA) provides compensation to victims of violent crime in Great Britain, and to victims of overseas terrorism. We are seeking to appoint a high performing Senior Continuous Improvement Manager, who will report to the Head of Business Change and Continuous Improvement.

CICA is part of the Ministry of Justice’s (MoJ) Service Delivery and Change Group, and we work closely with partner agencies in the MoJ including the Legal Aid Agency and Office of the Public Guardian. As well as focusing on our CICA change programme, we are developing new opportunities to share expertise and support integration of services, where practicable and cost effective, across the Group.

We offer flexible working within a 7am – 7pm bandwidth, Monday to Friday. Our employment offer centres on our modern office location in Glasgow’s city centre with flexibility to combine this with working from home. At this time our hybrid working offer consists of two plus days in the office, per week. We provide modern technological solutions which support flexible working and connection with others.

Job Summary

Our Business Change and Continuous Improvement (BC&CI) Team plays an important role in our transformation.  Although the team support our digital journey through close working and collaboration with MoJ Digital and Technology colleagues, the key focus is non-digital change projects, evaluating and improving our business processes and delivering an invigorated continuous improvement programme.

The team work on strategic projects within CICA which aim to drive process efficiency, eliminate waste and support robust and effective decision-making.

The team aim to successfully deliver these items and embed the improvements so that all colleagues are following best practice – and that these cumulative improvements lead to sustained increased efficiency in how we operate.

We are seeking an individual with a track record in delivering and embedding process improvements, eliminating waste leading to greater output through more accurate processing. 

You will be expected to build effective stakeholder relationships and deliver improvements and enhanced capability through effective partnership working, including CICA Colleagues, MoJ CI Leads, Organisational Effectiveness, Digital and Technology professionals and external service providers. 

The successful candidate will be both role model and an advocate for professional development and continued learning as we strive to provide the best possible service, in the most efficient manner possible. By encouraging learning and ensuring the team stays at the forefront of new techniques and methods the successful candidate will actively support the department in our goal of becoming a centre of excellence for Continuous Improvement.

Role and responsibilities 

  • Own and deliver large to medium size CI projects. Support the Head of BCCI with strategic CI priorities & projects
  • Continually seek to identify and eliminate waste from our BAU activities
  • Identify and deliver CI projects, designed to continually improve processes and services by driving operational efficiencies
  • Build the competency and capacity to accomplish CI initiatives across the wider team by developing delivery mechanisms
  • Actively monitor project risks to foresee/identify potential problems and proactively identify solutions to address in advance
  • Conduct benefits realisation to ensure successful delivery has been achieved and to ensure that improvements can be made for future projects. Ensure the business impact and project objectives are identified, reported on and managed.
  • Develop the knowledge, skills and capability in Lean and CI within the CI team
  • Ensure best practice standards are set and adhered to across the CI portfolio, ensure these standard are reviewed and updated frequently
  • Contribute towards the development of a strategic approach for CI in CICA – help identify and prioritise areas of need, and co-ordinate activity across other projects areas
  • Create an environment where continuous improvement is encouraged and the necessary tools, techniques and competencies are put in place. Take and create opportunities to speak, coach and advocate for the benefits of CI and Lean
  • Develop CI specific training materials, workshops and coaching sessions with the goal of increasing CI capability across the organisation and driving a Lean cultural change.

Essential Criteria

  • Formal Continuous Improvement qualification (Lean Six Sigma Green Belt or above) coupled with experience in developing and delivering Improvement Projects.
  • Ability to demonstrate understanding and successful application of core methodologies – specifically DMAIC.
  • A demonstratable record of improving operational procedures, eliminating waste and delivering efficient and robust operating procedures.
  • Competent working through financial implications of continuous improvement proposals to accurately assess the cost and benefits of proposals, to ensure any activities are delivered within budget and achieve the projected savings.
  • Excellent verbal and written presentation skills, confident and credible when presenting to varied audiences including internal audiences, senior stakeholders and external suppliers.
  • A track record of exploring and delivering new and innovative approaches to improvement.

Desirable Criteria 

  • Proven ability to lead, coach and continuously develop direct reports.
  • Understanding of supporting methodologies DMADV & DSDM in particular.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Details will be available if an offer is made.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
