Job Title: Regional Security and Safety Officer

This is a general job description covering a number of duties. It is not expected that each post holder will be responsible for the full range of duties.

Background

Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.

The Reform Programme is a once in a generation opportunity to transform the entire HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

Overview

The key purpose of the role is to

  • To advise and assist the Head of the Regional Support Unit and Delivery Director on security, health and safety and fire safety matters to ensure that the Region complies with HMCTS’s operational requirements
  • To provide real time advice, support and guidance to Cluster Managers and their staff to enable compliance with HMCTS’s security and safety policies and requirements;
  • To ensure that minimum security and safety standards are complied with and all areas of significant risk and vulnerability are brought to the attention of local management and escalated if appropriate
  • To monitor and promote all security and safety activities within the Region, including providing support for specific threats, risks and incidents.

Key responsibilities

Operations

  • Advise and support Regional staff, Cluster Managers and their staff on security matters and, where appropriate identify, lead and review elements of security, including risks faced, threats received and management of operational security matters within your Region against the national framework.
  • Advise and support Regional staff, Cluster Managers and their staff on fire safety matters and, where appropriate, identify, lead and review elements of fire safety, including risks faced and management of compliance with fire safety legislation within you Region.
  • Advise and support Regional staff, Cluster Managers and their staff on health and safety matters and, where appropriate identify, lead and review elements of health and safety created by the undertakings of HMCTS, including risks faced and legislative compliance.
  • Provide input into national security, fire safety and health and safety policies and arrangements and ensure effective dissemination and monitoring of the implementation of business-relevant guidance that supports the operational security and safety needs of HMCTS.
  • Support HMCTS Security and Safety at Regional level to ensure that appropriate assurances are incorporated into the Region’s assurance framework and reported to the National HMCTS Security and Safety Committee.
  • Advise, support and where appropriate undertake incident and accident investigations of significant events which take place within the Region, producing lessons learned and providing the appropriate level of support to court staff to ensure future incidents are mitigated against
  • Monitor the Security and Safety performance of TFM providers and contractors in premises and work with HMCTS Property Directorate and Procurement and courts and tribunals to ensure compliance with HMCTS’s security and safety policies and arrangements
  • Provide, where appropriate, and arrange/facilitate training on security and safety matters, including the delivery of the Fire and Incident Control Officers training, and maintain accurate, up to date records of trained officers throughout the Region.
  • Develop, review and monitor the training requirements for the Region, which will include ensuring compliance with the HMCTS policy Training schedules, as well as delivering Fire and Incident Control training as and when appropriate.

Managing casework

  • Advise and assist managers and operational staff on security and safety risk assessments (security self assessments, generic risk assessments, safety inspections and fire risk assessments) for staff, visitors and premises ensuring that security and safety risks are identified and evaluated regularly at the appropriate level and drive efficiencies by sharing significant findings and best practice across Region; and
  • Provide input into analysing and progressing personal injury claims, managed by HMCTS Security and Safety, made against HMCTS, ensuring the reputation of the Agency is maintained.
  • Provide input into analysing and progressing workplace reasonable adjustments and bespoke applications for reasonable adjustments, managed by HMCTS Security and Safety, under the HMCTS Access to Work scheme.
  • Manage a full programme of building and management system inspections and audits to check compliance with security and safety policies and legislation, ensuring that each building’s arrangements are reviewed at least once every three years or sooner should the risk dictate.
  • Analyse, review and monitor Action plans and the implementation thereof and quarterly self assessment reports arising from the above inspections/audits and policy requirements, ensuring that targeted advice, guidance and support is provided at local level where appropriate.

Analysis

  • Identify and provide input into the setting of security, health and safety and fire safety compliance targets for the Region against the backdrop of the national security and safety targets.
  • Lead and produce the processes for reporting against these targets;
  • Produce monthly and quarterly trend analyses of security and safety incidents and accidents for consideration within Region and contribute to the national trend analysis.
  • Initiate local security and safety initiatives to resolve and mitigate against security and safety risks.

Communicating with the public, the judiciary, other court & tribunals users and representatives of other agencies and organisations

  • Advise and support managers and staff on general security and safety issues as well as specific security threats, safety risks or incidents and accidents.
  • Lead as the first “specialist” point of contact on Region for all security and safety matters with staff, judicial office holders, justice stakeholders and others when matters are beyond the competency of local staff and managers.
  • Initiate, promote and improve security and safety education and awareness to operational staff and stakeholders at Regional and Cluster levels.

Representation

  • Act as professional support for the Region’s Health and Safety Committee and any other Committee arrangements so determined by the Region.
  • Lead, at a national forum, on the security and safety needs and requirements of your Region to ensure that best practice is identified and shared with other officers and ensuring that the operational requirements of HMCTS are met.
  • Represent and provide input into the security and safety needs of your Region with HMCTS Property/TFM providers for local/ Regional projects which have security and safety implications.
  • Represent and where appropriate resolve security and safety matters with Regional stakeholders, such as the DTUS, CPS and Probation Service on matters affecting your Region.  Where necessary identify national implications, and assist HMCTS Security and Safety to review central policy and arrangements.
  • Represent HMCTS Security and Safety at Regional level;
  • Lead on the escalation of all significant Regional issues to HMCTS Security and Safety and provide in put into the central team to ensure the operational implications are fully considered.

Specialisms

  • Assist HMCTS Security and Safety, the Delivery Director and Head of Regional Support Unit to embed the security and safety policies and procedures. This will include:
  • Disseminating security and safety policies and guidance and working to implement these effectively throughout the Region; and
  • Monitoring compliance, whilst providing targeted support and guidance in identified areas of vulnerability and non- compliance;
  • Administering systems and processes for measuring operational compliance with relevant security and safety policies;
  • Identify and investigate incidents relating to safety and security and draft relevant reports for review by management
  • Understanding of the UK Government’s Security Policy Framework (SPF), including the principles of protective security
  • A commitment to undertake Centre for the Protection of National Infrastructure (CPNI) training on protective security working
  • An understanding of and practical experience in using a risk-based approach to the provision of security and safety advice within a policy framework to support business and operational requirements
  • A specialist H&S qualification (NEBOSH General Certificate or equivalent working towards the Diploma or equivalent).
  • Strong understanding of fire safety principles including a good knowledge of British Standards on fire safety (in particular BS 9999 & BS 9997) and the Fire Safety Order 2005, as well as having or a willingness to gain a recognised fire safety qualification to a minimum of NEBOSH Fire Safety Certificate
  • Strong understanding of the legislative requirements relating to H&S and fire safety in the UK
  • Membership of IOSH, IFE or the IFSM would be an advantage, and an ongoing commitment to Safety and Security CPD is essential

Specialist training for the successful candidate will include the following:

  • NEBOSH National General Certificate in Occupational Health and Safety working towards the Diploma or equivalent
  • CPNI Security Training
  • PAS 79 Fire Risk Assessment

Accountability

Reporting to the Head of the Regional Support Unit.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Location of Post

Base site may be Birmingham or another agreed location within the Midlands region with some homeworking.

There will be a requirement to work and travel across the Midlands Region.

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post.
