  • To provide a key role is supporting the interface between the Programme, MoJ Estates and NPS colleagues to help ensure estates transformation plans are implemented effectively and with minimum disruption to the operational business
  • Estate Development: To lead on the identification of key property developments and investment requirements (which will instruct the completion of Spending review and other investment-related business case work)
  • Facilities Management: To lead on specific developmental work to support the achievement of BAU and onward continuous improvement re the delivery of FM across the NPS estate.
  • Facilities Management: To specifically lead on the development and implementation of appropriate FM performance reporting and working with Divisional colleagues to ensure an effective performance management approach between NPS and MoJ Estates
  • Facilities Management: To support Divisions, as required, with the solution-resolution of key outstanding FM jobs (specifically those relating to health, safety and security)
  • Facilities Management: To provide the customer role in the forward contract management of the Double Waking Night Cover (DWNC) element of the FM contracts
  • Courts: To support the programme of work to improve the consistency, quality and experience of NPS colleagues operating from Court buildings. Within this to lead on specific, discreet project activities (e.g. access to facilities)

Overview of the job

To provide management support to the Heads of Business Strategy & Change within the Regional and Functional Operating Units.

Under the guidance and direction of the Head of BSC, to manage and coordinate the Regional/Functional BSC Teams to support the delivery of a high-quality service covering diverse functional areas of activity such as Estates, Facilities Management, ICT, continuous improvement, local and national change projects.

To represent the Head of BSC at regional/functional Senior NPS and HMPPS meetings. In line with NPS policies and procedures, the job holder must at all times demonstrate a commitment to equality and inclusion and an understanding of their relevance to the work they do.

The post holder must adhere to all policies in respect of the sensitive/confidential nature of the information handled whilst working in this position.

Post holders will report to the Head of Business Strategy & Change and will manage Business Change Officers (NPS Band 4) and Project Officers (NPS Band 3) within the regional/functional teams which may be dispersed across the regional/functions.

The posts will be based within their regions and HQ based.

Summary

The role sits within the Business Strategy & Change Directorate with responsibility for managing regional/functional BSC teams. At the direction of the Head of BSC the post holder will delivery on annual objectives from within the BSC and regional/functional Delivery Plans.

Responsibilities, Activities & Duties

The Business Strategy & Change Manager may be required to undertake any combination, or all, of the duties and responsibilities set out below.

·        Support the delivery of change across the Probation System, working with the Head of BSC and regional/functional teams to implement change initiatives

·        Deliver on Divisional change plans and communicate them effectively within the region/function including delivering staff engagement activities

·        Mobilise BSC teams – even where these are virtual project teams, and  ensure that they are effectively managed

·        In the absence of the Head of BSC to deliver advice and guidance to regional/functional Senior Leadership Teams across the diverse range of BSC responsibilities.

·        On behalf of the Head of BSC conduct initial consultations and negotiations with CRCs/Probation Delivery Partners concerning Colocation Agreements, Contract Novation, etc.

·        Manage competing demands within regional/functional area of responsibility

·        Manage resources effectively.

·        Collate, analyse and interpret data, using insights gained to write regional/functional/national reports for senior audiences.

·        Deliver regional/functional/national presentations as directed by the Head  of BSC.

·        Managing change projects, some previous examples of projects are;

o  Providing    NPS    business    expertise    to    FITS    (and  other   national programmes) who are implementing change across the MoJ 

o    Delivery of an information management programme which is designed to increase the maturity of information management practices within the NPS

o    Supporting the delivery of the Standard Operating Platform into the NPS this autumn

o    Delivering the ICT elements of the E3 programme

·        Undertake all Human Resources (HR) related policies and practices including overseeing local recruitment, Attendance Management, Disciplinary Investigations, Performance Management and Staff Appraisals, chair grievance and other hearings.

·        Deputise for the Head of BSC as required in the regional/functional and national meetings and areas of activity

·        Demonstrate pro-social modelling skills by consistently reinforcing pro-social behaviour and attitudes and challenging anti-social behaviour and attitudes.

·        Work within the aims and values of NPS and HMPPS

Essential Skills Qualifications, accreditation & Registration

Experience Essential 

·        Must have experience of working within complex organisations including within a probation environment.

·        Experience of implementing quality assurance frameworks and continuous improvement strategies.

·        The post holder will need to have been involved in large scale complex change initiatives within large unionised organisations.

·        The post holder will require high levels of resilience.

·        Ability to react to new and changing priorities and demands through taking an analytical, reflective and creative approach to problem solving.

·        Must have highly developed ICT skills across the full range of Microsoft Office applications 

Experience Desirable 

·        3-5 years supervisory/managerial experience within a relevant functional discipline e.g. HR, Finance, Programme & Project Management, Estates & FM, ICT, Change Management, Contract Management, Trade Union Relations, Process Management, etc. 

Qualifications Essential Qualifications Desirable

·        Level 5 Degree/Diploma in Probation Practice or equivalent or equivalent professional qualification

·        Project Management Qualification

Working Arrangements & Further Information

For nationally advertised campaigns, candidates will be appointed to their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed with the successful candidate(s) on the completion of pre-employment checks.

Standard working hours are 37 hours per week excluding breaks which are unpaid.

Annual leave is 25 days on appointment and will increase to 30 days after ten years’ service.
