Overview of the job

The role will sit within MoJ People Group – NPS National Training Team.

  • The learner facilitator role is a national role, with responsibility to deliver operational training to HMPPS/NPS staff. Such training would be commensurate to the operational grade and/or experience of the facilitator.
  • The main body of work is aimed at new entrants following set training pathways and therefore the schedule of events is crucial in successful qualification completions. Facilitators would fundamentally be directed to support VQ3 and other associated PSO pathways as well as content delivery to HMP staff via OMiC.
  • Largely training is delivered digitally via the use of MS Teams or Skype. This can be done in a home or office environment.
  • Classroom training is minimal but overnight stays may be required to deliver such events. Where physical face to face training is required it will be delivered utilising a range of L&D venues and other nominated NOM/MOJ facilities.


To support the delivery and development of high quality assessed and evidence based HMPPS/NPS business specific training, in a way that models inclusion and which meets the needs of individual learners and the HMPPS business plan and vision

  •  The post holder is responsible for managing the training and development of the learner during their learning, enabling them to be able to perform their duties to the standard expected by HMPPS/NPS, private and third sector organisations.
  •  Work with lead L&D colleagues to identify L&D requirements and development of action plans. Adhere to staff L&D plans within timeframes.
  • The post holder will need to be confident in the use of NPS software systems and increasing use of digital platforms for remote delivery mechanisms, or be willing to learn in a very short time-frame
  • Learner facilitators will need to maintain current knowledge of policy, procedure and relevant legislation in line with the courses they are delivering.

Responsibilities,  Activities and Duties:

The job holder will be required to carry out the following responsibilities, activities and duties:

  • The post holder is required to deliver a portfolio of HMPPS/NPS business specific training programmes, within the specified time frame, ensuring adherence to relevant HMPPS/NPS policies.
  • Responsibility for managing and reporting on learners performance, development and attendance, submitting end of course paperwork and providing support to learners during the course.
  • Continual assessment of learners as to their competence, ability and aptitude against specified assessment criteria, through formative and summative assessments. This will include recognising the potential for bias to cloud judgement and working to ensure that assessment is at all times fair, objective and evidence based.
  • Produce lesson plans and ensure learning outcomes are achieved in accordance to such.
  •  The post holder will maintain operational knowledge, including both legislation and HMPPS/NPS policies.
  •  The post holder will be responsible for creating virtual events on platforms such as MS Teams and sending joining instructions and pre requisite reading in a timely fashion in advance of the event.
  • Ensure that the needs of individual learners are met by embedding equality considerations into all aspects of training and delivery and promoting inclusion consistent with the ethos of the organisation.
  • Ensure that any requirements in line with the Equality Act 2010 are met in relation to learner specific needs and reasonable adjustments i.e. adaptation to both classroom environment and virtual settings as well as training aids/material being compliant with Assistive Technology.
  • The post holder will ensure the pastoral needs of learners are met by ensuring that support and signposting protocols are made available as appropriate.
  • Post holder will ensure that confidentiality and sensitivity awareness in relation to the management of individual learners will be adhered to at all times.
  • The post holder will be expected to manage information disclosed that has a bearing on risk to service users, victims or staff.
  • Will identify potential issues / risks and submit options to more senior grades for escalation
  •  May attend meetings on their own, or in support of more senior grades
  • Will have the freedom to exercise discretion but will refer complex issues to senior grades
  • May have engagement with internal and external stakeholders

Hours of Work

37 hours per week – flexible working arrangements will be considered.

Additional Information

  • A level 6 qualification in a recognised Probation Qualification Pathway or a level 6 teaching qualification with experience within a criminal justice or similar setting (eg Social Work; Police)
  • Competent and capable in the use of NPS systems (such as OASys and nDelius) – or a willingness to learn once in post
  • Comfortable using remote learning platforms (such as MS Teams, Zoom or Skype)

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
