Overview of the job    

The post holder will be responsible for the day-to-day support of the HMPPS/MoJ Science Office’s work, including analytical, scientific, and administrative projects. 

The post holder is expected to have a degree of scientific and analytical fluency, experience in research and/or project management, and the ability to organise, manage and prioritise their workload. 

The post holder will be non-operational HQ based within the Science Office. The post holder will report to the team’s Senior Epidemiological Scientist.

Summary    

The Science Officer role will sit within the HMPPS/MoJ Science Office which brings together STEM expertise to support policy, operational and analytical projects across MoJ and its agencies. 

By joining the HMPPS/MoJ Science Office, the Science Officer will have the opportunity to apply their scientific background and skills to the entire project lifecycle, from conceptualisation through to delivery and evaluation, within an operational environment. They will provide a critical function in supporting the ongoing success of all projects, with responsibility for ensure projects/work streams are progressing according to expected timescales and scope. 

In addition to project organisation and management, the Science Officer will have the opportunity to contribute to evidence reviews and scoping of new technologies, and to support in the analysis, reporting, and dissemination of results generated through Science Office projects.  

Responsibilities, Activities and Duties    

The job holder will be required to carry out the following responsibilities, activities and duties:

Administration

  • Support the team and management of team inboxes, prioritising emails and communications, escalating as required.
  • Support the team in project initiation, documentation and management including ensuring resources match the needs to the project, and monitoring business-as-usual activities
  • Organising and manging team files/folders including MS Teams workspaces
  • Provide secretariat responsibilities to the wider team, including at external forums/advisory groups and documenting/ensuring agreed actions are completed.

Data, science, and research

  • Develop a working understanding of scientific concepts relating to the team’s work. This will include conducting/contributing to literature reviews and ongoing/new project scoping.
  • Understand and maintain project outputs such as standard operating procedures, reports, and publications. 
  • Undertake basic analytical tasks using common software packages (such as Excel or R) to support the Epidemiologists and Analysts within the team as required.
  • Where appropriate, contribute to scientific papers and reports on projects that are being undertaken by the Science Office. 

Communication

  • Communicate clearly with the wider team, providing support to tasks as required.
  • Work closely with the team and wider HMPPS/MoJ teams to understand customer work requirements and support in meeting these requirements.
  • Contribute towards presenting findings/conclusions to internal and external partners/stakeholders.
  • Maintain strong working relationships with key internal and external stakeholders and partners.

Quality and governance

  • Ensure data transfer, extraction and storage across the team meet data security requirements.
  • Identify data quality issues and escalate as appropriate. 

Other

  • Be responsible for managing own workload
  • Provide cover for other team members where appropriate
  • Be competent working as a member of a multi-disciplinary team
  • Ability to fulfil all spoken aspects of the role with confidence through the medium of English.

Experience    

Essential:

  • Experience working in a research or Science role, ideally in a scientific or analytical team
  • Experience working within a multi-disciplinary team
  • Experience working directly with internal/external stakeholders on analytical projects
  • Experience of basic data management, data transfer, data security, data quality review, data analysis (including descriptive statistics and visualisation) and data reporting
  • Experience using common statistical/database tools (e.g., Excel or R)

Desirable:

  • Experience contributing to scientific research projects

Technical Requirements    

Essential:

  • An undergraduate degree in a scientific discipline
  • Experience in descriptive data analysis, preferably in R

Desirable

  • Project management or lean organisational management qualification or equivalent experience
  • A postgraduate degree in a scientific discipline

Ability    

  • Able to quickly adapt to new work requests
  • Able to rapidly learn and understand new scientific material
  • Able to understand and work within information governance including data protection and confidentiality requirements.
  • Able to demonstrate strong organisational skills

Salary

The national salary range is £31,265 - £34,446, London salary range is £35,405- £39,000. Your salary will be dependent on your base location

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Details will be available if an offer is made.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
