Background:

Her Majesty’s Courts and Tribunals Service (HMCTS) is responsible for the administration of the criminal, civil and family courts and tribunals in England and Wales and non-devolved tribunals in Scotland and Northern Ireland. It provides a fair, efficient and effective justice system delivered by an independent judiciary. HMCTS aims to ensure that all citizens receive timely access to justice according to their different needs, whether as victims or witnesses of crime, defendants accused of crime, consumers in debt, children at risk of harm, businesses involved in commercial disputes or as individuals asserting their employment rights or challenging the decisions of government bodies.

HMCTS is currently 4 years into a 7-year c.£1bn transformation portfolio, which is providing digital routes to access services for users, updating systems and processes, and the overall organisational structure.

Overview and role purpose:

This role will lead the risk and issue management, briefing, reporting and insight, and intervention side of the central portfolio team. You will lead a highly skilled team which is split into six functions detailed below. The role holder has overall responsibility for providing analysis to the main portfolio governance forum, and to senior stakeholders to enable them to understand the biggest risks that threaten the HMCTS wide reform programme, as well as coordinating early intervention and mitigation of these risks to ensure a successful delivery.

Key Accountabilities:

As a G6 Head of Portfolio Management – Insight and Delivery you will oversee the reporting, briefing, delivery management, and risk and issue management of a portfolio which is high-profile, large scale and complex, where the risks to be managed are significant.

In this role you will have overall accountability for the reporting of the overall portfolio, the management of risks and issues and managing the necessary interventions to bring plans back on track. Operating with considerable freedom you will be comfortable working with infrequent management guidance. Delivery of results through others and effective negotiation at senior levels will be key.

The role will need to develop and maintain strategic partnerships and relationships and influence others where there may be divergent and conflicting views. This role therefore requires significant leadership, management, representational and influencing skills both within the organisation and with external stakeholders. You will be accountable for the running of the “7-Step framework” – which is our main internal assurance process, the portfolio’s central risk and issue management and response, as well as reporting and briefing for the portfolio.

Risk and issue management

You will oversee the risk and issue management of the portfolio ensuring that senior governance forums are keep abreast of the most significant risks and issues facing the portfolio. This must fit into the wider strategy of MOJ’s risk and issue management. You will run two central portfolio risk identification and resolution groups.

Delivery intervention and controls

You will be accountable for the risk and issue process aimed at identifying and resolving issues early. You will need to negotiate and influence at a senior level to establish cross portfolio working groups to resolve particular issues through the production of clear terms of reference/problem statements. Report back on the progress of issue intervention and ensure timely resolution of key portfolio issues. You will be the overarching owner of the “7 Steps” internal assurance process, and with other parts of the portfolio ensure that this process is effectively capturing and managing risk. This will include improvements to the process, and championing it’s use with the wider portfolio. You will also be responsible for the introduction and coordination of other project/programme delivery management initiatives such as pre-mortems and project health checks.

Reporting and insight

Ensuring that the monthly reporting process goes smoothly, and the performance pack is continuously improved. Move the reporting forward so that the dynamic reporting is more widely available and ensure that the measures within the reporting are reflective of the performance management strategy. Also responsible for producing insight and analytical analysis of the data we are collating. This analysis should recommend interventions and tell senior leaders the real story behind the reporting data.

Briefing

Oversee the briefing function within the team ensuring that materials produced for ministers and judiciary are excellent. This should oversee the preparation of the department for external assurance activities such as the Public accounts.

Development and capability

Finally, as a G6 and part of the management team of the Portfolio Delivery Team, you will be expected to contribute to the overall good running of the team, the upskilling of the team and the wider HMCTS project management community, including coaching and mentoring junior team members across the wider profession to build professional capability.

Other duties

We are a highly interdependent team and the postholder will be expected to work flexibly and undertake any other duties reasonably requested which are commensurate with the grade and level of responsibility of this post.

Key relationships and contacts:

The role will face off to the senior stakeholders in the governance forums, to senior programme directors, project managers, other HMCTS contacts, as well as external stakeholders.

Knowledge, Skills and Experience:

Essential

  • Experience of leading in a PMO in a major programme environment. Excellent knowledge and understanding of project delivery practice with a strong background in large scale projects, including proactive management of risks and issues, briefing and reporting.
  • Excellent stakeholder management skills, including the ability to work across boundaries to influence and gain confidence of senior project delivery leaders and sponsors.
  • Excellent leadership skills, and experience of building and leading a team, including building capability in project and portfolio management functions.
  • Experience of working with data to drive effective decision-making.

Desired

  • One or more of the following project delivery qualifications: Project Leadership Programme / Management of Portfolios / Managing Successful Programmes / PRINCE 2

Terms & Conditions:

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register. Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
