Overview of the job

This is a non-operational facilities and services first line management job in an establishment.


The job holder manages the resources required for the delivery of waste management and environmental services, in order to ensure that the establishment is maintained in a condition that meets, or exceeds, National Offender Management Services (HMPPS) Standards and is in compliance with the Service Delivery Agreement.(SDA)

This is a non-operational job with line management responsibilities

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Responsible for ensuring the correct processes for collection, disposal and recycling of waste are undertaken within agreed timescales, including hazardous materials
  • Source best value outcomes for all material streams including non-value wasteand recyclable commodities, such as paper, metals, oils andplastics
  • Check all waste materials removed from site are recorded in terms of weights,costs,revenues
  • Manage, monitor and maintain various types of transport/equipment relating tothe area of work including forklift truck, compost unit, baler, compressor,powertools
  • Manage and direct staff on how to dispose of office and electrical products, andmake sure that other equipment is disposed of in the most appropriateway
  • Encourage and provide general advice and guidance to staff on how to managewaste moreeffectively
  • Escort external contractors when required, working with and supervising themwhen they are in theestablishment

Undertake other management tasks including:

  • Ensure that all staff supervise, manage and control prisoners decently, lawfully, safely and securely whilst carrying out all activities
  • Be responsible for incident management documentation and logging onto theIncident Reporting System(IRS)
  • Ensure actions arising from Standard Audit, Her Majesty Inspectorate of Prisons (HMIP) Action Plans, Managing Quality of Prison Life (MQPL) surveys includinglocal self audit action plans and resettlement strategies aredelivered
  • Ensure all HMPPS standards and Service Delivery Indicators (SDIs) areimplemented and managed within the relevant workarea
  • Ensure all national and local policies/procedures are implemented and compliantwith National Security Framework (NSF) and Local Security Strategy(LSS)
  • Attend as directed any relevant boards/meetings
  • Provide management and direction to staff within your area of responsibility through briefings, building informal and formal relationships and effective communication
  • Produce relevant reports as required and ensure all correspondence is replied towithin agreedtimescales
  • Manage resources to deliver the activities within the area of responsibility andcontribute to the short-to-medium term business planningprocess
  • Manage a safe working environment for staff, prisoners and visitors. EnsureHealthandSafetylegislationisfollowedensuringSafeSystemsofWork(SSOW)and risk assessments are completed in a timely manner and any faultsreportedpromptly
  • Contribute to prisoner reports including sentence planning and parole reportswhenrequired

Technical Requirements

Must have Chartered Institution of Wastes Management waste awareness certificate, Waste Management Industry Training and Advisory Board (WAMITAB) qualification, relevant City & Guilds qualification or similar; experience in a supervisory role. Must also attend and pass the HMPS ‘Waste management for Supervisors course’ within 2 years of appointment.

Internal applicants

Newly promoted staff to the following Band 5 first line manager roles (Hub Managers, Custodial Managers and Facilities & Services Managers) in Establishments are required to complete the qualification as part of their work objectives.

Staff that have mapped or re-graded to Band 5 who have previously worked at an equivalent level will not be required to undertake the qualification.

External applicants

All external staff joining as a Band 5 Hub Manager or Facilities and Services Manager in an Establishment are required to complete the qualification.


May be required to be a qualified Assessor.

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.

The Loan/Secondment is subject to the approval of the selected candidate’s Business Unit, which should be obtained before confirmation of appointment.


Annual Leave

-The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment. If you were appointed internally and your leave was previously calculated in days, this will continue to be the case.

Bank, Public and Privilege Holidays

You are entitled to 9 days (66 hours 36 minutes) in recognition of bank, public and privilege holidays. These hours are added to your annual leave allowance. There is a requirement to work some public and bank holidays subject to your shift pattern and the operational needs of the establishment
