Interview :  If successful at the sifting stage, the final stage will consist of a blended interview and a pre-prepared presentation. More information will be shared regarding the presentation question upon interview invite. Role Purpose

The Design & Delivery team offers an in-house specialism for all leadership, talent and capability digital products but will also include externally sourced digital products/services. This includes procuring, co-creation and co-curation with external suppliers where appropriate. Digital Design will look to push boundaries with our products, using innovative digital methods of engaging learners and maximising impact. The team will develop e-learning packages, engaging video content and use other innovative technological methods to foster positive online and digital learning environments that will challenge learners to be their best ensuring the best learning experiences. You will work with Leadership, Talent and Capability Consultants to deliver on strategic priorities and ensure our design and delivery of digital products, programmes and interventions, are engaging, innovative, inspiring, impactful and encourage learners to think, feel and act differently as a result of the intervention.   

This includes:  

  • Assist in shaping our learner experience, digital design standards and execution across all digital products to ensure delivery to time, cost and quality standards and act upon evaluation recommendations.  You will need to ensure that ensure that our produced content is innovative, engaging, exciting and future proofed. 
  • Assisting the Head of Design and Delivery in curating and procuring digital products and interventions with an eye for detail and an ability to identify best practice, ensuring our briefs are clear and understood.   
  • Monitor quality, provide robust and practical feedback including challenging standards if required. This will involve developing an understanding of commercial contracting to work effectively with external providers and ensure value for money.  
  • Building strong relationships, expertise and passion for digital innovation, improving capability and championing people development to inspire and empower individuals to fulfil their potential across the MoJ family. 
  • Effective collaboration and engagement with a range of stakeholders including working with Leadership, Talent and Capability Consultants to deliver on strategic priorities and ensure our design and roll out of digital products are in line with high quality digital standards – “what good looks like”.
  • Utilising knowledge of the latest thinking and identifying appropriate opportunities to ensure that we are continually investing in new and innovative technological ways and methods of developing our people to develop leadership, nurture talent and increase capability.  
  • Managing a small team of 4 Band C Digital Specialists.

The Digital Manager is a key role that supports the Head of Design and Delivery in the effective production, development and roll out of high-quality, high-impact leadership, talent and capability digital products for all 80,000 staff within the MoJ. This includes delivering on our leadership, talent and capability agenda, to ensure we are an organisation which fully develops its people to be their best in order that we can deliver a truly effective justice system. 

Whilst not having direct control, you will also be expected to contribute to how individual budgets are spent across the Department.   

Main Activities / Responsibilities

The job holder will be required to undertake the following duties and responsibilities:


  • Creation of clear digital standards that are adhered to and continually refreshed to meet the needs of our strategy and execute all aspects of the learner experience, including the design of digital materials, workshops and enabling tools that have clear objectives and outcomes for learners.  They will need to be in line with the latest thinking on digital learning development, understanding that each digital learning product created needs to have a tangible influence on learner skills, behaviour and knowledge.
  • Recognise the factors that could influence the learner’s experience in a digital/online environment and ensure that our digital products are tailored to different learner needs. 
  • Review Leadership, Talent and Capability Consultants’ proposals to fully understand the request, challenge unrealistic deadlines and agree timelines to ensure delivery to time, cost and quality standards and act upon evaluation recommendations.  
  • Building and maintaining successful stakeholder relationships with a range of customers at all levels and across boundaries, through consistent, honest and open dialogue. Including supporting decision making, managing stakeholder/customer expectations, and persuading and influencing others who are likely to prefer alternative options or approaches.  This will support civil service alignment of leadership/talent/capability activities.
  • Recognising and understanding individual organisational cultures across the MoJ family and how these impact on digital design and production of effective products.
  • Take an active role in driving the leadership/talent/capability agenda and embedding a learning culture that is underpinned by our organisational MoJ values to support organisational development and cultural change. 
  • Identify and clarify requirements and priorities and create frameworks to deliver outcomes whilst understanding the optimal approach.   This will involve exercising discretion in managing areas of work, respond to changing requirements and manage performance to ensure quality outcomes are delivered on time.


  • Oversee and co-ordinate the design of high quality, high impact digital learning products, programmes and interventions that deliver on the provided brief, going over and above where appropriate as well as setting clear expectations if original briefs are unattainable. This will also involve providing guidance, feedback to the team and critique to help shape the products.
  • Lead the design of user centred e-learning products and engaging video content.
  • Oversee the design of blended digital products which have clear objectives and support individuals to develop over time, incorporating techniques that help to stimulate learning and continuous professional development. 


  • Ensure quality assurance of all digital learning products that is informed by ongoing evaluation, user feedback / experiences and informed by the latest thinking on leadership, talent and capability development.  Ensuring that all products are aligned with relevant policy and are accurate, updating as required. 
  • Appreciate the diverse needs of our customer base, delivering specific programmes that meet the needs of under-represented groups in line with MoJ wide strategies ensuring diversity and inclusion is explicitly and proactively promoted and supported in all work.


  • Coordinate the roll out of exciting, engaging and value for money digital products and interventions including video content.   This will also involve continually reviewing and improving our offer in line with evaluation recommendations and ever-changing business needs.
  • Oversee the application of Civil Service Learning across the MoJ.  
  • Oversee the management of myLearning, the MoJ online learning platform, increasing our use of digital learning methods and including the quality assurance of online learning products.
  • Building mutual understanding and achieving co-operation. This includes ensuring the digital team are on track, reconciling different priorities, resolving issues and understanding underlying causes before providing solutions and promoting productivity.


  • Monitor quality, provide robust and practical feedback and challenge inadequate standards if required within the team and when external providers are required to design and /or deliver digital products for the team.  The team will work with providers to ensure that briefs are clear and understood and that any contracts garner value for money and deliver on the needs of the learner and organisation.
  • Research best practice and latest thinking utilise stakeholder feedback and lessons learnt to continuously improve and pursue excellence and credibility across MoJ. 
  • Support the Head of Design and Delivery to provide value for money services that are conscious of the public purse and optimise funds – seeking to address, cultivate and curate local initiatives where possible.  This could include day-to-day oversight of delegated budgets for projects and discrete work areas, providing clear audit trails where needed and reporting to the budget holder.
  • Working alongside MOJ Commercial experts, you will need to have a level of understanding of commercial processes, risk and supplier management in order to support the Head of Design and Delivery with the identification and selection of appropriate leadership/talent/capability interventions through a competitive tender process.  


  • Monitor and track team capacity, applying intelligent reasoning to the setting of timescales and milestones so that delivery and progress is made at pace and ensure that the team work in an agile, flexible manner and work effectively in collaboration with the Leadership, Talent and Capability Consultants.  Therefore, the post holder will need to ensure delivery within set timescales, challenging where appropriate and in response to any previous evaluation recommendations from the Enablement & Evaluation team. 
  • Allocation of resources for individual projects and set clear, tangible timeframes that team members are responsible for. Support collaborative working across functional and organisational boundaries, manage inter-relationships with a focus on planning and balancing workloads and regularly seek out opportunities to provide more responsive services.  This will include specifying standards for digital delivery; identifying improvements in digital delivery mechanisms; resolving conflicts to meet targets and deadlines; managing and mitigating risks and ensuring work is integrated and co-ordinated in line with plans.
  • Be in tune with the overall leadership, talent and capability strategy and bring deliverables to life through innovative learning design and engaging learning delivery. 
  • Encouraging the team to stretch their own capabilities and that of others to truly create impactful, rich and memorable learning products that last well beyond the classroom or digital packages.   Develop our digital capability by a programme of coaching/mentoring the digital specialists to ensure they are equipped with the right skills they need to develop and deliver high quality and effective digital products.
