Overview of OPG: 

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

OPG is currently going through an extensive period of organisational change. This will be delivered by our transformation programme. The ambitious plan is about changing the way we provide services. It will help us meet the growing needs of our users, partners and our stakeholders. It will make sure our users experience a better level of support. Overall, it will help us to respond to the changing needs of society. This is so we can better support adults at risk and create high-quality services that are accessible and affordable.

The role of Business Strategy and Change Manager is available nationally. The successful candidate would be based at their local Ministry of Justice office location. There will be a requirement for occasional travel between our offices in Birmingham and Nottingham.

Hybrid working between your nearest MOJ Hub & home will be available for this role.  

Role brief:

This role provides an exciting opportunity to play a vital part in the delivery of OPG’s strategic and transformation activity, proactively preparing the business for the impact of changes being delivered by the programme, ensuring appropriate change management activities are planned and completed in line with OPG’s Target Operating Model.

If successful, you will lead on work to understand the change management requirements of the organisation, implementing and designing key change management practices in line with the organisation’s strategic direction. You will provide support across key areas of transformation, working alongside project delivery to ensure business changes are coordinated and meet strategic goals.

You will work collaboratively with wider business strategy and change management colleagues from across MoJ and the wider civil service to share best practise and role model the skills needed across the organisation. 

Key responsibilities of the role:

•    Leadership and delivery – Provide visible and effective leadership when leading OPG’s business strategy and change management activities. Develop a clear vision and standards, champion the use of best practice business change management standards, tools and processes. Build strong networks both internally and externally.

•    Business cases – Provide advice and support to business owners on the development of relevant business cases, plus lead on the change management elements of those Business Cases, including developing the case for change narrative.

•    Organisation strategy development – Support OPG in the development and implementation of its organisational strategy, in line with the Target Operating Model.

•    Change management strategy development – Develop the change management strategy and plan for the organisation in line with the Target Operating Model, working closely with the transformation programme.

•    Change products – Lead the creation of the required Business Change products for the programme and ensure they are used appropriately.

•    Change planning – Establish and maintain the change plan for the project and provide input into the overall Project Plan.

•    Change impact – Lead on the change impact assessments to support project plans.

•    Business readiness – Identify, qualify, and update the business readiness criteria before implementation. Report on the tracking of these to ‘approve/refuse’ go-live to the Project Manager.

•    Benefits management – Work with OPG benefits staff to ensure properly defined benefits and their management are incorporated into all of OPG’s Business Change activities.

•    Change communication and engagement – Lead on Business Change messaging, working closely with the Communications Manager. Provide content for communications relating to Business Change across the project, ensuring learning and development needs for staff are considered. Champion the employee journey throughout transformation.

•    Stakeholder management – Identify, classify, and update the stakeholder engagement plan. Lead stakeholder engagement on the project to ensure it meets Business Change requirements. Be point of contact for senior stakeholders.

•    Guidance and support – Provide direction and guidance to the team, and support development of others. Lead Business Change activities across the organisation, focusing on the development of change management capability and providing coaching and learning support.

Person Specification:

Essential Skills and Experience

•    Experience working in a strategy development and/or change management environment; ensuring organisations manage these activities in line with industry best practice.

•    Experience developing benefits management strategies and frameworks to support projects and programmes in evaluating outcomes.

•    Ability to plan and monitor business change activities and realisation.

•    Excellent stakeholder relationship management skills.

•    Excellent written and verbal communication skills.

•    Excellent organisational skills.

Highly Desirable

•    Professional qualification in change management, programme management or membership of a relevant body.

•    Experience of working in a transformational environment.

•    Excellent understanding of programme management.

•    Experience/understanding of multiple project methodology.

You will also be asked to prepare a short presentation, for the interview panel with a brief being shared with shortlisted candidates. For this presentation you will be assessed against the following Civil Service Behaviours.

The national salary range is £37,683 - £41,506, London salary range is £43,647 - £48,067. Your salary will be dependent on your base location

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
