Overview of the job
The job is to focus on the national performance and quality dimensions and priorities
for NPS, commissioning quality improvement work to be delivered by the
performance and quality managers in the Divisions.
Summary
The Performance and Quality Senior Manager role will, on behalf of the Deputy
Director, Development & Business Change be responsible for identifying national
priorities and co-ordinating the delivery of activity to meet those priorities. This will
therefore include:
? Working with Planning & Analysis Group to define appropriate performance
and quality targets of NPS organisation
? Monitoring delivery against national targets through the Performance and
Quality Managers in the Divisions
? Working with and supporting other Divisional Performance & Quality
Managers to report on local performance and quality issues and complaints
to develop trends and identify national areas of concern
? Developing national performance and quality policy, codes of practice and
guidance
? Commissioning, designing and developing quality improvement programmes
for the NPS, and identifying change priorities for delivery within the Divisions
? Creating and managing a framework through which Performance & Quality
Managers engage with frontline staff and managers to identify and develop
quality improvement initiatives
? Leading the development of the Performance and Quality teams within the
NPS
Responsibilities,
The job holder will be required to carry out the following responsibilities, activities

Ensure authorship and commissioning of national quality improvement and practice
development
? Identify and maintain standards for effective practices across the NPS and all
LDUs
? Develop and maintain a national knowledge-bank for effective practice, and
ensure the link between performance management and the development of
effective practice policies and standards
? Develop the NPS performance and quality improvement strategy
? Develop and maintain national quality policy, codes of practice and guidance
? Communicate the NPS performance and quality improvement strategy and
action plans with Divisions and LDUs, external partners and all key
stakeholders
? Ensure systems are in place so that the results and trends of effective
practice review and assessment are visible at a national level
? Be responsible nationally for delivering practice development in the NPS
? Promote a culture of innovation and continuous improvement in the NPS
and manage continuous improvement in the NPS
? Commission, design and develop quality improvement programmes for the
national organisation and identify priorities for delivery within the Divisions
? Monitor external markets, practice, trends and development to ensure best
practice internally, bringing this knowledge to bear on the development of
effective practice codes and standards to be implemented nationally through
the Divisions
? Manage national compliance with quality systems
? Build productive working relationships with relevant HQ teams, including
Planning & Analysis Group, Commissioning & Commercial Directorate and

Be responsible for national performance management in the NPS
? Support the maintenance of national performance management standards
? Identify opportunities for performance improvement and analyse trends
across NPS divisions in order to provide the evidence-base for commissioning
national interventions
? Work alongside Performance and Quality Managers in Divisions to establish
performance plans and monitor their effectiveness
? Work with colleagues in the HMPPS performance teams to share good
practice and understand the performance issues across HMPPS and the NPS
Divisions
? Plan and chair national contract review meetings to lead on discussions
around performance, challenging issues where necessary and making
recommendations for improvement.
? Ensure that Divisional action logs for improvement are in place and feed into
national plans for performance and quality improvement
? Establish effective working relationships with divisional managers and across
the wider NPS directorate
? Work with colleagues in the Performance roles in other divisions to share
good practice and promote performance initiatives
Develop Team and Partnership Working
? Be responsible for establishing effective working relationships with divisional
managers and across the NPS
? Commission reports for senior management to advise on effective practice
nationally and national performance against agreed targets
? Provide information to colleagues where required
? Develop a performance and quality-focused organisation
Plan and organise
? Initiate, plan and chair review meetings to lead on discussions around
performance, challenging issues where necessary, managing action logs
(where appropriate) and making recommendations for improvement.
? Plan, implement and manage the sharing of knowledge and good practice to
inform the continual improvement of service delivery

Essential Experience
Demonstrate experience of a role in performance management, demonstrate
experience in using a range of software packages to present, analyse & undertake
report development, operational experience of working in a Probation setting, and
experience of quality systems and authorizing/implementing quality improvement
initiatives

NVQ Level 4 or equivalent in a relevant subject (or appropriate practical experience at

Minimum Eligibility
? All candidates are subject to security and identity checks prior to taking up
